Call to Order: 9:04 a.m. 2. Pledge of Allegiance 3. Roll Call: In attendance, President Staackmann, Trustee Dan DiMaria, Trustee Larry Gomberg, Trustee William Grear, Trustee Sheldon Marcus, Trustee John Thill, Trustee Maria Toth Also in Attendance: Fire Chief Tom Friel, NIPSTA Executive Director Bob Lahey, District Chief Frank. Rodgers, Captain Bill Porter, Lt. Pat Schey, Lt, Scott Exo, John Hill (EMA), and the following firefighters, Rudy Imbrogno, Garrett Wagner, Joel Lucero, Derek Faulstick, Jeff Laitar, Dave Poterek, Joe Durante, Dennis Kennedy, Sean Brink, Mike Mitchell, Rick Pryor, Will Paces 4, Special. Report: NIPSTA and the Fire Service a. Mayor Staackmann welcomed all in attendance and introduced Fire Chief Tom Friel. Chief Friel introduced NIPSTA's Executive Director Bob Lahey. Director Lahey gave a quick explanation of the NIPSTA facility, informing everyone that the training facility is utilized by 29 municipalities. The facility is utilized by Fire, Police and Public Works Departments of those communities. Chief Friel gave a quick overview of what was to be accomplished today. There will be three evolutions, an Emergency Medical Service (EMS) simulation, a drivers training simulation, and a live burn demonstration. b. The first evolution was an EMS simulation. The scenario was; a person that was in full arrest, not breathing and did not have a pulse. An ambulance crew of two paramedics and an engine company of an additional three personnel arrived on the scene. As the firefighter /paramedics started to work on the patient, Chief Friel explained each firefighter's role emphasizing the importance of teamwork and competency. Trustees Thill and Toth were also utilized in the scenario to assist with airway management and chest compression while conducting CPR. C. The next evolution was a live burn. A controlled fire was started in the live burn building simulator. Also, a manikin was hidden inside the burn building as a victim. Several firefighters along with Trustees Grear and DiMaria donned complete firefighting gear including self contained breathing apparatus (air tanks). The firefighters and trustees entered the burning simulator to perform rescue and fire suppression. While this was going on, the remaining Trustees and audience members were able to watch what was happening through cameras that had been set up to TV monitors outside the building. The purpose of the evolution was to demonstrate heat build up, flashover risks, and the value of ventilation. d. The last evolution was the driving simulator. NIPSTA has several driving simulators for large vehicles, such as, an engine, and smaller vehicles, such as squad cars. The simulators are designed to reinforce skills and stress procedure and technique in order to safely drive an emergency vehicle to an incident through the challenges of traffic. Trustees Marcus and Gomberg had the opportunity to test their driving skills in the simulators. 5.
