Flickinger Municipal Center 6101 Capulina Avenue e Morton Grove, Illinois 60053 -2985 Tel: (847) 965 -4100 Fax: (847) 965 -4162 Legislative Summary Resolution 10 - 43 AUTHORIZING THE VILLAGE PRESIDENT TO EXECUTE AN AGREEMENT WITH THE STATE OF ILLINOIS FOR LAND ACQUISITION, BUILDING DEMOLITION AND PARKING LOT CONSTRUCTION ALONG DEMPSTER STREET Introduced: June 3, 2010 Synopsis: Purpose: Background: Programs, Departs or Groups Affected Fiscal Impact: Source of Funds: Workload Impact: Admin Recommend: Second Reading: Special Considerations or Requirements: To authorize the Village President to execute an agreement with the State of Illinois acting through its Department of Transportation to obligate funding for land acquisition, building demolition, and parking lot construction along Dempster Street between the North Branch of the Chicago River and Central Avenue. To commensurately replace off - street parking facilities removed by the Dempster Street Roadway Improvements, The Village desires to improve Dempster Street from Ferris Avenue to Central Avenue to improve safety and traffic efficiency, while also addressing the economic vitality of businesses within this commercial corridor. In 2001, the Village completed a Master Plan for this corridor which provided the framework to address deficiencies along this roadway. One of the main deficiencies identified in the plan is the roadway lacks a continuous center turn lane, which results in difficult turning movements and dangerous lane blockages. The approved construction plans for the Dempster Street Corridor Improvement Project include the addition of a continuous center turn lane, which will require the replacement of on- street parking with comparable off - street parking. To date, the Village has constructed three off - street parking facilities and the State, through separate agreements will reimburse the Village for costs associated with these facilities. The State of Illinois is willing to reimburse the Village for costs associated with the acquisition and construction of additional off - street parking lots up to the amount of $2,335,000. This resolution will authorize the Village to enter into an agreement with the State for these reimbursements. Public Works, Engineering Division There is no immediate fiscal impact associated with approving this Agreement. The Village will need to allocate funds in the future as land acquisition, building demolition or parking lot construction contracts are approved either through Budget Transfers or in the Annual Budget. The Village will be reimbursed by the State of Illinois for 100% of eligible costs. N/A The Administrative Department, Community Planning and Economic Development, and Public Works Department, Engineering Division, as part of their normal work activities, will perform the management and implementation of the project. Approval as presented. N/A The Illinois Department of Transportation requires the Agreement to be approved and executed by June 7, 2010, in order for this project to be funded in the State Fiscal Year 2010. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MORTON GROVE, COOK COUNTY, ILLINOIS AS FOLLOWS: SECTION 1: The Corporate Authorities do hereby incorporate the foregoing WHEREAS clauses into this Resolution as though fully set forth therein thereby making the findings as hereinabove set forth. SECTION 2: The Village President of the Village of Morton Grove is hereby authorized to execute an Agreement with the State of Illinois, acting through its Department of Transportation, in a format and with terms agreeable to the Village's Corporation Counsel for the use of up to two million three hundred thirty -five thousand dollars ($2,335,000.00) in State funds for land acquisition, building demolition, and parking lot construction along Dempster Street from the North Branch of the Chicago River to Central Avenue, SECTION 3: The Village Administrator and Village Engineer are hereby authorized to take all steps necessary to manage and implement such agreement. SECTION 4: This Resolution shall be in full force and effect upon its passage and approval.
