Village President Dan Staackmann called the meeting to order at 7:00 p.m. After leading the assemblage in the Pledge of Allegiance, he directed the Village Clerk to call the roll. II. Village Clerk Tony Kalogerakos called the roll. Present were: Trustees Dan DiMana, Bill Grear, Shel Marcus, John Thill, and Maria Toth. Trustee Larry Gomberg was absent with notice. APPROVAL OF MINUTES a. Regarding the Minutes of the Special Meeting of February 14, 2011, Trustee DiMaria moved, seconded by Trustee Toth, to accept the Minutes as presented. There was no discussion. Motion passed unanimously via voice vote. b. Regarding the Minutes of the February 14, 2011 Regular Meeting, Trustee DiMaria moved, seconded by Trustee Marcus, to accept the Minutes as presented. There was no discussion. Motion passed unanimously via voice vote. IV. SPECIAL REPORTS Presentation by James and Yvette Karp Regarding Morton Grove Foundation "Taste 2011" a. Jim and Yvette Karp, co- chairs of the 2011 "Taste: A Night at the Movies ", invited all present and watching on television to attend this year's "Taste" event at the White Eagle on Thursday, March 10. The Taste features great food from a number of establishments, including Costco, Catered by Design, China Chef, El Sol, Giordano's, Graziano's, Gulliver's Pizza, Kappy's, Meier's Bakery, Panera, Pizano's, Tommy's, Wabaghetti's, the White Eagle, and the Morton Grove Fire Department. There will also be a silent auction and a cash raffle, featuring a first prize of $4,000. People have a 1 out of 300 chance to win! Raffle tickets are $25. b. Mr. Karp explained that the Taste is held annually and functions as the Morton Grove Foundation's largest fundraiser. Beneficiaries are carefully reviewed and chosen each year. This year, approximately 40 applications were received. Of those, 23 beneficiaries were selected, including many local entities, such as the Morton Grove Farmers' Market, the Morton Grove Lions Club, the Morton Grove Women's Club, the Morton Grove Historical Society, and Niles Township Food Pantry. Yvette Karp noted that the points of sale for Taste tickets are MB Financial, the Morton Grove Fire Department, the Morton Grove Park District, Village Hall, Century 21, and Inland Bank. d. The Morton Grove Foundation is hoping to raise between $50,000 and $80,000 from this event. Mr. Karp thanked the top sponsors of the event, which include Lin -Mar Motors (platinum sponsor), Design Installation Systems and Giordano's (gold sponsors); Avon Products, Inland Bank, Belmont Bank & Trust, North Shore Community Bank, McGrath Auto Group, MB Financial, and Niles Township (silver sponsors); Simkins Funeral Home, S.B. Friedman & Associates, Sanchez, Daniels & Hoffman, Watermasters, and Law Offices of Teresa Hoffman Liston (bronze sponsors). e. Mr. Karp said this is the 23rtl "Taste" event, which has raised over $500,000 in total since its inception. V. PUBLIC HEARINGS NONE VI. RESIDENTS' COMMENTS (Agenda Items Only) NONE VII. PRESIDENT'S REPORT Mayor Staackmann said that he has received "hundreds" of notes, cards, and emails, in appreciation of the Village's Public Works personnel. He said that he's been passing these along to Public Works Director Andy DeMonte, and expressed again his gratitude to all the members of the Public Works Department. 2. Mayor Staackmann also proclaimed the week of February 28 —March 5 as "Severe Weather Preparedness Week" in the Village, and urged residents to attend the Emergency Manage- ment Agency (EMA)'s annual weather seminar on March 26, 2011, at the Civic Center in order to learn more about making plans and preparations for possible severe weather events. Mayor Staackmann thanked John Hill, the Village's EMA Director, for everything that EMA does to help the Village's police, fire, and public works personnel, and said he hoped that many residents would attend on March 26t'. VIII. CLERK'S REPORT Clerk Kalogerakos stated that a ribbon - cutting at Bethany Terrace's new wing took place earlier today. 2. Clerk Kalogerakos said that another ribbon - cutting would occur on March 8 at 4:00 p.m. at the new Crazy Jaws Restaurant on Waukegan Road. VIII. CLERK'S REPORT (continued) Minutes of Febmary 28, 2011 Boats Meet n" 3. As was previously mentioned by Jim and Yvette Karp, Clerk Kalogerakos noted that the Morton Grove Foundation's annual "Taste" fundraiser would be held at 5:30 p.m. on March 10`" at the White Eagle in Niles. Tickets are $30 in advance, $40 at the door. 4. Clerk Kalogerakos announced that there would be a ground- breaking ceremony at 1:00 p.m. on Tuesday, April 5, for the Homestead of Morton Grove, the new independent senior living facility on Lincoln Avenue. He also reminded everyone that April 5" is Election Day, so please make sure you vote. 5. Clerk Kalogerakos commented that Morton Grove resident Karen O'Hara had won an Oscar for her set design work in the movie "Alice in Wonderland ". The Board congratulated her and her parents, Pat and Mary Ann O'Hara, who still reside in Morton Grove. IX. STAFF REPORTS A. Village Administrator 1. Mr. Wade announced that there would be a Village Board workshop at 7:00 p.m. on Monday, March 21, on development issues, such as Lehigh- Ferris, Dempster & Waukegan, and Dempster Street. The meeting is open to the public and will be posted on the Village's website. 2. Mr. Wade said that the Village's Information Technology Director, Boyle Wong, was on hand to discuss and demonstrate a new customer service feature of the Village's website. a. Mr. Boyle then gave a short tour of the Citizen Support Center (CSC), found on the home page of the Village's website. He said that it's an additional for Morton Grove citizens to ask questions, request services, find out information, etc. This is where people can pay their water /sewer bills online. The CSC also features the link to the Village's YouTube spots and the Village's eNewsletter. b. Mr. Boyle said that some of the new features are "Find Answers ", "Ask a Question ", and "Create a Service Request ". There is a list of Frequently Asked Questions in the "Find Answers" section. It is also searchable by typing in a keyword or two. Under "Ask a Question," a person would first type in his /her email address. If they are a first -time user, they will be prompted to register. Registering will allow the person to track all of his /her open questions or service requests. A person can ask a question and submit it, and it will be directed to the appropriate department for a response. In the "Create a Service Request" category, there are currently two types of service requests listed (for tree trimming or for pothole filling). As the number of service requests_ increase the list of service request types will become more populated. When a person creates a service request, the request has a unique reference number attached to that. Trustee Toth asked about that. Mr. Boyle said that it not helps staff, but it helps the person who submitted the request to have that reference number when communicating with the Village. Trustee Marcus said he thought this was a fabulous enhancement for those who have a computer. It gives them immediate access to the Village. lX. STAFF REPORTS (continued) Minutes of Febmary 285 2011 Board Meetio d. Trustee Toth reminded the Board about the "lost pets" issue that was discussed at length a couple of meetings ago. She asked if the CSC might also be used as a place where lost pet information and /or pictures could be found. He responded that when he has a better under- standing of the process the Police Department wants to implement, the tool might be available for that. B. Corporation Counsel: Corporation Counsel Liston had no report. X. A. Trustee DiMaria: TRUSTEES'REPORTS Trustee DiMaria presented Ordinance 11 -04, Granting Amendments to the Special Use Permit for the Property Located at 6400 Lincoln Avenue for Exceptions to the Unified Development Code for Sidewalks and Lot Coverage. He explained that this ordinance will grant amendments to the special use permit for the property at 6400 Lincoln Avenue (proposed Homestead of Morton Grove), which will allow no sidewalk along the Homestead's side of Lincoln Avenue, and a 64% lot coverage (60% is required). Toth aye Next, Trustee DiMaria presented for a first reading Ordinance 11 -10, Authorizing an Economic Incentive and Tax Increment Allocation Financing Development Agreement By and Between the Village of Morton Grove, Illinois, and Keith R. Jackson. He noted that this is a big step in getting the Metra train station area redeveloped. Trustee DiMaria explained that the Village has acquired the property at 6401 Chestnut Street in the Lehigh- Ferris TIF District. They solicited proposals for the development of this site. The Village received a proposal from Keith R. Jackson who plans to construct a 6,000 to 7,500 square foot multi -use structure which will include the relocation and enlargement of his popular Pequod's Pizza Restaurant._ Once the new building is constructed and Pequod's is relocated Mr. Jackson will sell his property at 8520 -22 Fernald Avenue to the Village. The new Pequod's will also have a non - exclusive right to use commuter parking space within the area free -of- charge after 5:00 p.m. on weekdays and all day on Saturdays and Sundays. Trustee DiMaria noted that a Morton Grove resident, Luann Albanese, had been stuck in Libya, but is now on her way home. He wished her and her family good luck and safe travels. Minutes of February 20, 2011. Board Meeting', X. AI Trustee Gomberg: TRUSTEES' REPORTS (continued) Trustee Gomberg was absent —no report. C. Trustee Grear: Trustee Grear had no report. D. Trustee Marcus: Trustee Marcus presented Resolution 11 -11, Authorization for the Purchase of Police Pursuit Vehicles Through the Illinois State Bid Procurement Program, Contract #4015559. He explained that, every three years, high mileage squad cars are replaced to insure that key equipment utilized by police officers does not fail during normal course of duty. The squad cars are used 24 -hours a day, and they need to be in excellent condition at all times. High mileage vehicles are either rotated back into the Village fleet for administrative use or are sold. Four squad cars were approved in the Village's 2011 budget at a cost not to exceed $92,000. Through the Illinois State Bid Procurement Program, the Village is able to purchase four squad cars for $87,381. Trustee Marcus moved to approve Resolution 11 passed: 5 ayes, 0 nays. Tr. Trustee Marcus said that he had attended today's ribbon - cutting ceremony at Bethany Terrace, along with Trustees Thill and Toth. He encouraged anyone who has older parents or family members to consider the new wing at Bethany Terrace. He said he was very happy that they expanded, and the new wing is magnificent. Trustee Thill: Trustee Thill presented Ordinance 11 -05, An Ordinance to Amend Title 5, Chapter 13, Article F, Section 1 Entitled "No Parking Streets" and Title 5, Chapter 13, Article F, Section 3 Entitled "Time Limit Parking Zones" of the Municipal Code of the Village of Morton Grove to Add Parking Restrictions on Chestnut Street. This is the second reading of this Ordinance. He explained that this Ordinance would prohibit parking on the south side of Chestnut and would restrict parking on the north side of Chestnut to 90 minutes between 8:00 a.m. and 6:00 p.m., Monday through Friday. This is the second reading of this Ordinance. Trustee Thill explained that this Ordinance would prohibit parking on the east side of School Street from Dempster Street to the first alley south of Dempster Street. Trustee Thill then presented Ordinance 11 -07, An Ordinance To Amend Title 51 Chapter 13, Article F, Section 1 Entitled "No Parking Streets" and Title 5, Chapter 13, Article F, Section 3 Entitled "Time Limit Parking Zones" of the Municipal Code of the Village of Morton Grove to Amend Parking Restrictions on Major Avenue. This is the second reading of this Ordinance. Trustee Thill explained that there currently exists a contradiction between two sections of the Municipal Code regarding parking restrictions on Major Avenue between Dempster and the first alley south of Dempster. The Code shows that parking is prohibited on Major Avenue just south of Dempster, where the Village constructed diagonal parking for businesses years ago. However, there is no signage in place to alert drivers of this restriction. The Traffic Safet Commission recommends the elimination of the existing parking restriction on both sides of Major Avenue from Dempster Street to the first alley south of Dempster, and to add a 90- minute time limit parking restriction on both sides of Major from Dempster to the first alley south of Dempster. This is the second reading of this Ordinance. Trustee Thill explained that the Village has an agreement with the Illinois Department of Transportation to prohibit parking on both sides of Dempster Street between Ferris Avenue and Central Avenue as a condition of proceeding with the construction improvements on Dempster. The construction improvements on the north side of Dempster between Ferris and Central are substantially completed, and the parking lane has been eliminated. The Traffic Safety Commission recommends that parking on the north side of Dempster Street be prohibited. Trustee Thill moved to adopt Ordinance 11 -09, seconded by Trustee Marcus. Next, Trustee Thill presented Resolution 11 -08, Authorizing the Execution of a Service Contract Extension with Lyons Electric Company for the 2011 Traffic Signal and Street Lighting Maintenance Program. He explained that, each year, the Village contracts with an electrical contractor to assist in the maintenance of street lighting and traffic control signals within Morton Grove. The estimated contract value for this routine maintenance is $22,795.20. Trustee Thill moved to approve Resolution 11 -08, seconded by Trustee Marcus. Motion - - - passed: 5 ayes, 0 nays. Tr. Trustee Thill presented Resolution 11 -10, Authorization to Execute a Contract With Gaffney's Protective Maintenance, Inc. for the Traffic Signal Lamps Retrofit Project. Toth aye 9. Trustee Thill said he had received a call from a resident whose friend had smelled oil in her basement. After the Illinois Environmental Protection Agency investigated this, it turned out that it was a next -door neighbor who had an underground oil tank which had ruptured. That water was going right to the river, without going through a filtration process. He noted that many older homes used to have oil tanks, prior to homes being heated with gas. He asked that people in older homes investigate whether or not their home has an underground oil tank. If there is an existing underground oil tank, please have it checked, rather than taking a chance on it rupturing and going into the ground water or the river. F. Trustee Toth: 1. Trustee Toth had no formal report, but remarked that, at the ribbon- cutting ceremony at Bethany Terrace, several of the architects and engineers who had been involved in the project mentioned to her that they'd had a wonderful level of service from the Village's staff during the pre- construction and construction phases of this project. She said she was very glad to hear that, and passed the compliment along to the appropriate Village staff and department heads. 2. Trustee Toth congratulated Burt and Sharon of Burt's Place on receiving national recognition as being one of the Top 25 pizza places in Food & Wine magazine. She also noted that, since January 2010, 82 new business licenses have been issued in the Village. She encouraged everyone to shop locally whenever possible XI. OTHER BUSINESS Mayor Staackmann expressed his condolences to Trustee Grear and his wife on the passing of his father -in -law Minutes of February 28, 2011 Board Meeting XII. WARRANTS In the absence of Trustee Gomberg, Trustee Toth presented the Warrant Register for February 28, 2011 in the amount of $452,407.29. She moved to accept the Warrants, seconded by Trustee Marcus. Trustee Thill had several questions. He asked about a check on page 4 payable to Edens Point Condominium. He said he realized it was a financial assistance payment, but wondered why the check was payable to that entity. Finance Director Ryan Horne said that the payment was for a monthly payment /assessment; necessary for the person to continue living there. He assured Trustee Thill that that type of payment is eligible under the Village's financial assistance program. b. Trustee Thill asked about a payment of $4500 to the Illinois Department of Transportation (IDOT) for traffic signal maintenance. He said he thought the Village had a contract with a company for this type of work. Mr. Horne said that sometimes there's an "overlap" between [DOT and Pinner Electric. Public Works Director Andy DeMonte said that there are certain circumstances under which the Village reimburses IDOT for work that IDOT does on traffic signals, such as in this case. c. Trustee Thill noted that, on page 6, there was a check for $1,800 for air conditioning control systems maintenance. He asked how many air conditioning units the Village had. Mr. Horne deferred to Building Department Director Ed Hildebrandt, who responded that the Village has a total of ten heating and air conditioning systems and three boilers. Maintenance is on a three -year contract. Trustee Thill commented that there are two payments listed for "senior additions" for $300 each. One was covered by the donation from the Northwest Suburban Jewish Congregation and the other from the donation that came from the American Legion. He said that these donations have really helped enhance the senior programs in the Village. There being no further discussion, Mayor Staackmann called for the vote. Motion passed: 5 ayes, 0 nays. Tr. Ms. Warner had some comments regarding the District 67 Golf School situation, noting that once a school is sold, it's gone forever. She said that, as in the case with the New Trier High School District, demographic predictions are not always correct. Ms. Warner felt it was critical to preserve District 67's two school campuses. b. Mike Kalodimas. Mr. Kalodimas wondered if the Village Board had received any official up- dates from District 67 on this matter. He said that the School Board had failed to appear at a Park Board meeting last week, and was curious about where the Hren Park issue stood. Village Administrator Wade said that the Village has received no further communication from School District 67. X11L RESIDENTS' COMMENTS (continued) Minutes of February 28, 2011 Board Meeting. c. Nancy fanning. Mrs. Lanning asked about early voting. Clerk Kalogerakos responded that early voting will be at Village Hall on the second floor in the Mayor's conference room. Early voting begins on March 141h and runs through March 3151. He encouraged everyone to come to Village Hall to vote early. Hours are 9:00 a.m. to 5:00 p.m., Monday through Saturday. XIV. ADJOURNMENT /EXECUTIVE SESSION Trustee DiMaria moved to adjourn the meeting. Trustee Thill seconded the motion. Motion passed unanimously via voice vote.
