CALL TO ORDER
I. Village President Dan DiMaria convened the Regular Meeting of the Village Board at 7:00 p.m.
in the Council Chambers of Village Hall.
II. In the absence of Village Clerk Eileen Harford, Deputy Clerk Saba Koya called the roll. Present were
Trustees Saba Khan, Ashur Shiba, John Thill, Connie Travis, and Janine Witko. Trustee Rita Minx was
absent with notice.
III. APPROVAL OF MINUTES
Mayor DiMaria asked for a motion to approve the Minutes of the March 12, 2024 Village Board
Meeting as presented. Trustee Khan so moved, seconded by Trustee Witko. Motion passed
unanimously via voice vote with one absent.

PRESIDENT'S REPORT
1. Mayor DiMaria announced that the Village had received 145 entries for the Dine Morton Grove
event. Ten winners will receive a $25 gift card to dine in Morton Grove. The winners are:

a. Mayor DiMaria thanked everyone who had participated and encouraged all to continue to "Dine
Morton Grove" even though the contest has ended.
2. Mayor DiMaria asked for a motion to concur with his appointment of Gladys Rosas to the
Community Relations Commission. Trustee Travis so moved, seconded by Trustee Witko.
Motion passed unanimously via voice vote with one absent.
3. Mayor DiMaria extended his best wishes for a Happy Easter this coming Sunday, March 31, to those
who celebrate it and to their families as well.
4. Mayor DiMaria noted that April is Earth Month. He teased Trustee Thill, noting that every day is
Earth Day for John Thill! He also encouraged everyone to watch for the special Earth Month edition
of the Village newsletter. It will have information about upcoming programs and events, such as:
• Tree Giveaway: those who take the Morton Grove sustainability pledge can sign up
to receive an evergreen to plant on your own property;
• Greener Morton Grove Award: this program recognizes businesses, organizations,
groups, and multifamily residential facilities in Morton Grove that have promoted
or implemented environmentally sustainable practices;
• Community Clean-up Day: Saturday, May 18 is earmarked for this day. Make a
difference in our community by helping clean up the Village's parks, trails, and
green spaces;
• Community Garage Sales: This is scheduled for June 7-9. Registration to participate
in this event begins this week;
• Electronic Recycling & Document Destruction event: This is set up for May 11
from 9am to noon;
• Summer Adopt a Planter: Registration begins soon for this annual event. Please
note, this year, no planters at the Metra station will be available due to construction;
• Free Kids Explorer Kit: Kids can also get involved in the Village's sustainability
efforts by signing the Kids' Sustainability Pledge in the Earth Month newsletter.
Bring your pledge to Village Hall to receive a Morton Grove Explorers' Activity Kit.
There's a lot going on so check out the newsletter for detailed information.

5. Mayor DiMaria also announced that the Public Works Department is accepting applications for
the position of Summer Seasonal Employee. This is a seasonal, part-time position without benefits.
Applicants must be at least 18 years of age, high school graduates, and able to work outdoors in
varying weather conditions. Visit the employment page on the Village website for more
information.
6. Mayor DiMaria stated that the Village is seeking volunteers to assist at various events throughout
the year. Anyone interested in doing any volunteering should sign up on the Village website or
contact Village Hall.
7. Mayor DiMaria encouraged all to stay up to date on the latest Village events and news by signing
up for E -News and following the Village on Facebook and Instagram.

Deputy Clerk Koya had no formal report this evening.
X. STAFF REPORTS
A. Village Administrator:
Mr. Czerwinski had no formal report this evening.

Corporation Counsel Liston had no formal report this evening.

A. Trustee Khan:
TRUSTEES' REPORTS
1. Trustee Khan presented Resolution 24-25, Authorizing an Agreement Between the Village of
Morton Grove and Lauterbach & Amen, LLC for Accounting Services.
a. She explained the Finance Department has been without an Assistant Finance Director for several
months and is in the process of recruiting a qualified candidate. Utilizing a third -party independent
contractor for accounting services in the interim will allow vital accounting functions to continue.

b. Trustee Khan said the Village has engaged Lauterbach & Amen, LLC to perform these accounting
services for the Village for the last three months. Their services have been satisfactory to the
Village, and the Village Administrator recommends that the Village retain Lauterbach & Amen, LLC
until a qualified Assistant Finance Director is hired. This Resolution will authorize the Village
Administrator to negotiate and execute a contract with Lauterbach & Amen, LLC for interim
accounting services pursuant to terms set forth in Exhibit A of the Resolution, until a full-time
Assistant Finance Director is hired by the Village.
Trustee Khan moved to approve Resolution 24-25, seconded by Trustee Travis.

2. Next, Trustee Khan introduced Ordinance 24-04, Amending Title 1, Chapter 10 of the Municipal
Code to Update Article 1-10-0 Entitled "Municipal Cannabis Retailers' Occupation Tax."
a. In January of 2020, the Cannabis Regulation and Tax Act (the "Act") legalized the possession, sale,
and distribution of recreational cannabis starting January 1, 2020. The Act authorized municipalities
to enact a municipal tax on cannabis sales of up to three percent (3%).
b. In December of 2019, pursuant to Ordinance 19-20, the Village established a municipal tax on the
sale of cannabis at the rate of three percent of the gross receipts from such cannabis sales made
within the Village.
c. The Illinois Department of Revenue has requested the Village update Section 1-10-0 of the Village
Code to clarify that cannabis -infused products are considered cannabis under state statute and
to clarify how the municipal tax is collected. This Ordinance is intended to bring the Village's
ordinance in compliance with the Illinois Department of Revenue's recommendations and will
not change the rate of the tax, which will remain at three percent.
d. Trustee Khan moved to waive the second reading of this Ordinance due to timing concerns.
A certified copy of the tax must be immediately sent to the Illinois Department of Revenue.
Trustee Thill seconded the motion to waive the second reading.

D. Trustee Thill:
1. Trustee Thill presented Resolution 24-26, Authorizing a Contract with Superior Road Striping, Inc.
for the 2024 Pavement Marking Program.
a. Pavement markings throughout the Village are maintained through an annual pavement marking
program. Public Works developed contract documents for the 2024 Pavement Marking Program,
and bids were solicited on the Village website for ten business days. Three bids were received and
opened. The lowest bid was from Superior Road Striping, Inc. of Bartlett, IL. This contract conforms
to purchasing requirements of the Village and the state of Illinois. This work should be completed
over approximately two weeks. This contract must conform to the requirements of the Prevailing
Wage Act.
This Resolution authorizes the Village Administrator to execute a contract and change orders with
Superior Road Striping, Inc. for the 2024 Pavement Marking Program in an amount not to exceed
$50,000 to fully utilize the budgeted unds. This Resolution also authorizes the Village Administrator
to extend this contract for 2025 and 2026 if, in the opinion of the Village Administrator,
circumstances warrant such extensions.
Trustee Thill moved, seconded by Trustee Travis, to approve Resolution 24-26.

F. Trustee Witko:
1. Trustee Witko presented Ordinance 24-03, Approving a Special Use Permit for a Six -Unit Mixed -
Use Development with a Drive -Through Facility at 6724 Dempster Street in Morton Grove, IL.
This is the second reading of this Ordinance.
a. Trustee Witko explained the Applicant, 6724 Dempster, LLC was requesting the entitlement of a
two-story mixed-use development with up to five (5) commercial spaces on the ground floor, one
of which will be a restaurant served by an accessory drive-through facility, and six (6) residential
units on the upper floor with parking, accessways, and underground detention for the 1.1 acre
property commonly known as 6724 Dempster Street. The application was submitted by the owner
and operator of Joe Donut, a local donut shop that serves brunch and lunch at select locations.
Joe Donut will occupy one of the first floor commercial spaces.
b. Trustee Witko noted the Plan Commission voted unanimously to recommend approval of the
Applicant's request as did the Traffic Safety Commission and the Appearance Commission. The
Special Use Permit was also recommended for approval, with conditions relating to business
operations, site access, drive-through queuing, and site improvements.
Trustee Witko moved, seconded by Trusted Travis, to adopt Ordinance 24-03.

2. Next, Trustee Witko presented Resolution 24-27, Authorizing and Approving a Change Order to
the Professional Service Agreement Between RM Swanson Architects and the Village of
Morton Grove for Architectural Services for the Morton Grove Metra Commuter Station.
a. She explained that, pursuant to Resolution 22-02, the Village Board had approved a Professional
Services Agreement with RM Swanson Architects for architectural and related services for the
reconstruction of the Metra commuter station located at 8501 Lehigh Ave. The Village plans to
reconstruct the Metra station to include ADA improvements, platform enhancements, landscaping,
parking lot reconstruction, bicycle parking, and pedestrian safety upgrades. The original Agreement
authorized the expenditure of $82,800 for professional services and up to an additional 5% ($4,140)
for reimbursable expenses, totaling $86,940.

b. In July of 2023, pursuant to Resolution 23-30, the Village Board approved a Change Order to the
Agreement for additional architectural and related services for a price not to exceed $50,000. The
Village Administrator has determined that additional engineering services not contemplated by the
original Agreement are necessary and/or are being required by Metra, including storm water
management design, revisions to site grading (including the parking lot and platform), assistance
preparing Metropolitan Water Reclamation District (MWRD) plans and documentation, and other
related work and services. This Resolution will authorize the Village Administrator to negotiate and
execute change orders for these additional services for a price not to exceed $40,000. If approved,
the Village Board will have authorized total spending of $176,940 toward project design services,
equivalent to 4.8% of the total construction budget. This compares favorably to the industry
standard, which is typically 10% of the total construction budget.

Trustee Khan presented the Warrant Register for March 12, 2024 and noted a typo in the amount
listed on the Agenda. The Agenda states the Warrants total $1,158,543.20, but the true amount is
$1,581,543.20. She moved to approve the Warrants as presented, seconded by Trustee Shiba.

XIV.
RESIDENTS' COMMENTS
Rudy Vilk. Mayor DiMaria thanked Mr. Vilk for his letter and noted that he had discussed the letter
with each of the Village Trustees. He said the letter basically contained Mr. Vilk's usual complaints
and that it insulted both Board members and Village staff. He asked Mr. Vilk if he had anything new
to say, and if so, to begin speaking.
Mr. Vilk said he did not feel that Mayor DiMaria is respectful of residents' time. He also suggested
that Corporation Counsel Liston may be sleeping on the job.
Mayor DiMaria said he was tired of Mr. Vilk insults and entertained a motion to adjourn.
XV. ADJOURNMENT
Trustee Khan moved to adjourn the meeting, seconded by Trustee Thill. Motion passed
unanimously via voice vote with one absent.
The meeting adjourned at 7:17 p.m.
