FLICKINGER MUNICIPAL CENTER COUNCIL CHAMBERS MARCH 12, 2024 CALL TO ORDER I. Village President Dan DiMaria convened the Regular Meeting of the Village Board at 7:00 p.m. in the Council Chambers of Village Hall. II. Village Clerk Eileen Harford called the roll. Present were Trustees Saba Khan, Ashur Shiba, John Thill, Connie Travis, and Janine Witko. Trustee Rita Minx was absent with notice. III. APPROVAL OF MINUTES Mayor DiMaria asked for a motion to approve the Minutes of the February 27, 2024 Village Board Meeting as presented. Trustee Witko so moved, seconded by Trustee Thill. Motion passed unanimously via voice vote with one absent. IV. SPECIAL REPORTS NONE V. PUBLIC HEARINGS NONE VI. PLAN COMMISSION REPORTS 1. a. Mayor DiMaria introduced Brandon Nolin, Community Development Administrator to report on Case PC 24-01, Requesting a Special Use Permit for a Mixed -Use Development and a Drive -Through Facility in a C-1 General Commercial District with select variations for the property commonly known as 6724 Dempster Street, Morton Grove, Illinois. Mr. Nolin said the Applicant, 6724 Dempster, LLC was requesting the entitlement of a two-story mixed-use development with up to five (5) commercial spaces on the ground floor, one of which will be a restaurant served by an accessory drive-through facility, and six (6) residential units on the upper floor with parking, accessways, and underground detention for the 1.1 acre property commonly known as 6724 Dempster Street. The application was submitted by the owner and operator of Joe Donut, a local donut shop that serves brunch and lunch at select locations. The Plan Commission voted unanimously to approve the Applicant's request as did the Traffic Safety Commission and the Appearance Commission. The Special Use Permit was approved with conditions relating to business operations, site access, drive-through queuing, and site improvements. c. Mr. Nolin said the subject property has long been vacant and the Village is excited to welcome the proposed development as a positive contribution to the Dempster Street corridor. d. There were no questions from the Board. RESIDENTS' COMMENTS (AGENDA ITEMS ONLY) NONE PRESIDENT'S REPORT 1. Mayor DiMaria asked for a motion to concur with his appointment of Mohammed Farooqui to the Community Relations Commission. Trustee Travis so moved, seconded by Trustee Witko. Motion passed unanimously via voice vote with one absent. Mayor DiMaria thanked Mohammed for stepping up and volunteering to serve on this Commission. 2. Mayor DiMaria announced that the Village is an early voting location for the 2024 Presidential Primary Election. Early voting will run seven days a week from Monday, March 4th through Monday, March 18th at the American Legion Memorial Civic Center, 6140 Dempster Street. The Civic Center will also be a polling place for Primary Election Day, which is Tuesday, March 19. 3. Mayor DiMaria stated that the Village is seeking volunteers to assist at various events throughout the year. Anyone interested in doing any volunteering should sign up on the Village's website or contact Village Hall. 4. Mayor DiMaria noted that April is Earth Month, and the Village is celebrating with a Tree Giveaway. Residents can sign up to receive an evergreen tree from the Winter Adopt a Planter program. Look in the upcoming Earth Month Newsletter for more information on how to sign up to get a tree. 5. Mayor DiMaria wished a joyous and blessed Ramadan to the Muslim community in Morton Grove. He asked residents to be aware of an increase in vehicular and pedestrian traffic this month around the Muslim Education Center (MEC) at 8601 Menard. The mayor requested that people drive safely as our friends, neighbors, and visitors arrive for late night prayer services, adding that the Village values its relationship with the Muslim Community. 2 Minutes of March 12, 2024 Board Meeting VIII. PRESIDENT'S REPORT (continued) 6. Mayor DiMaria encouraged all to stay up to date on the latest Village events and news by signing up for E -News and following the Village on Facebook and Instagram. 7. Lastly, Mayor DiMaria also wished a happy St. Patrick's Day to everyone this coming March 17th, and a happy St. Joseph's day on March 19th. He asked that people celebrate responsibly and respectfully, then noted that St. Patrick, in case anyone didn't know, was Italian! IX. CLERK'S REPORT Clerk Harford had no formal report this evening. X. STAFF REPORTS A. Village Administrator: Mr. Czerwinski had no formal report this evening. B. Corporation Counsel: Corporation Counsel Liston had no formal report this evening. XI. TRUSTEES' REPORTS A. Trustee Khan: Trustee Khan had no formal report this evening. B. Trustee Minx: Trustee Minx was absent—no formal report this evening. C. Trustee Shiba: Trustee Shiba had no formal report this evening. 3 Minutes of March 12,71)24 Board Meeting XI. D. Trustee Thill: TRUSTEES' REPORTS (continued) 1. Trustee Thill presented Resolution 24-24, Authorizing the Execution of a Contract with Bill's Complete Landscape Service, Inc. For the 2024 Landscape Maintenance Program. a. The Public Works Department advertised on the Village's website beginning February 7, 2024, inviting bids for the 2024 Landscape Maintenance Program. Three bids were received. A sealed bid opening was held on February 28, 2024, and the lowest responsible bidder was Bill's Landscape Service, Inc. of Morton Grove in an amount not to exceed $35,350. This Resolution authorizes a contract with Bill's Landscape Service, Inc. and if circumstances warrant, authorizes the Village Administrator to extend this contract for the 2025 and/or 2026 Landscape Maintenance Program. Trustee Witko: Trustee Witko presented for a first reading Ordinance 24-03, Approving a Special Use Permit for a Six -Unit Mixed -Use Development with a Drive -Through Facility at 6724 Dempster Street in Mor- ton Grove, IL. Trustee Witko noted that this Ordinance is pursuant to Plan Commission Case 24-01, reported out earlier this evening by Community Development Administrator Brandon Nolin. As this is a first reading, no action will be taken this evening. XII. OTHER BUSINESS NONE 4 IMinutts of March 12, 20x4B�ard Meeting XIII. WARRANTS Trustee Khan presented the Warrant Register for March 12, 2024 in the amount of $1,358,340.79. She moved to approve the Warrants as presented, seconded by Trustee Travis. Mr. Vilk appeared before the Board to complain that he never receives answers to his letters. He said he disagrees with how the Village bills for water usage. He does not feel it's right for Corporation Counsel Liston and Village Administrator Czerwinski to have blinds on their doors; he felt these were public offices so the people of the Village should be able to see what Village staff is doing. XV. ADJOURNMENT Trustee Khan moved to adjourn the meeting, seconded by Trustee Witko. Motion passed unanimously via voice vote with one absent.
