FLICKINGER MUNICIPAL CENTER COUNCIL CHAMBERS JUNE 27, 2023 CALL TO ORDER 1. Village President Dan DiMaria convened the Regular Meeting of the Village Board at 7:00 p.m. in the Council Chambers of Village Hall. II. Village Clerk Eileen Harford called the roll. Present were Trustees Saba Khan, Rita Minx, Ashur Shiba, John Thill, Connie Travis, and Janine Witko. III. APPROVAL OF MINUTES Trustee Minx moved to approve the Minutes of the June 13, 2023 Village Board Meeting as presented. Trustee Khan seconded the motion. Motion passed unanimously via voice vote. Mayor DiMaria thanked Trustee Witko for serving as President pro -tem at the meeting on June 13. IV. SPECIAL REPORTS NONE V. PUBLIC HEARINGS NONE VI. PLAN COMMISSION REPORTS NONE VII. VIII. r .E tif-Oline', ;;%�23 Board Meeting RESIDENTS' COMMENTS (Agenda Items Only) NONE PRESIDENT'S REPORT 1. Mayor DiMaria had several appointments to make this evening to the Economic Development Commission. He asked for the Board's concurrence to appoint Azar Khounani and Mary O'Connor to the Commission, each for a three-year term. a. Trustee Thill moved to concur with these appointments, seconded by Trustee Travis. Motion passed unanimously via voice vote. b. Mayor DiMaria then sought Board concurrence with his appointment of Marc Fernandez as Chair of the Economic Development Commission. Trustee Minx so moved, seconded by Trustee Witko. Motion passed unanimously via voice vote. Mayor DiMaria thanked the Board for approving these appointments. 2. Next, Mayor DiMaria called Michael Lukich to the podium to swear him in as the Village's new Public Works Director. After administering the oath, the Board congratulated the new Director. 3. Mayor DiMaria announced that Morton Grove Days is coming up, starting this Saturday, July 1 and continuing through Tuesday, July 4. Morton Grove Days is a celebration of country and community spirit featuring a carnival, live music, parade, fireworks, food, a beer garden, and Toads of family entertainment. He encouraged the assemblage to celebrate the Fourth of July weekend at Morton Grove Days. Visit mortongrovedays.org for the schedule of events and to learn about the many volunteer opportunities that are available. Details are also available on the Village's website and in the issue of the Village newsletter which was delivered early this week to all residents. a. Mayor DiMaria encouraged people to volunteer for this four-day event, noting that, for various reasons, volunteers were scarce this year. He said, "This is a great way for people to support the community plus spend a few hours with their neighbors! Any amount of time you're willing to commit would be appreciated, and the volunteer coordinators will be work with your schedule." 4. Mayor DiMaria noted that National Night Out is Tuesday, August 1, from 5:30 to 8:30 pm in the parking lot of the American Legion Memorial Civic Center. This is a free event hosted by the MG Police Department to help enhance relationships between residents and law enforcement, while fostering a greater sense of community. Mayor DiMaria closed his report with strong words of encouragement for people to come out and support the Morton Grove Days event. He said he has every faith in Village staff, especially Fire and Police personnel, and he knows they are prepared in order to ensure that everyone have an enjoyable and safe weekend. He said, "Let's put last year's crap behind us!" adding that we should also keep the people of Highland Park in our minds. It's not going to be as easy this year for them as it will be for us. IX. CLERK'S REPORT Clerk Harford had no formal report this evening. X. STAFF REPORTS A. Village Administrator: Village Administrator Czerwinski had no formal report this evening. B. Corporation Counsel: Corporation Counsel Liston had no formal report this evening. XI. TRUSTEES' REPORTS A. Trustee Khan: Trustee Khan had no formal report this evening. B. Trustee Minx: Trustee Minx had no formal report this evening. C. Trustee Shiba: 1. Trustee Shiba presented Ordinance 23-15, Authorizing the Renewal of a Non -Exclusive Cable Television Franchise Agreement by and between Comcast of Illinois VI, LLC and the Village of Morton Grove. 3 Minutes'of fun& 2.7, 023 Board Meeting XI. C. Trustee Shiba: (continued) This is the second reading of this Ordinance. TRUSTEES' REPORTS (continued) a. Trustee Shiba said this Ordinance will authorize the Village to renew its non-exclusive cable television franchise agreement with Comcast of Illinois VI, LLC. He provided some background on this matter: b. On September 1, 1979, Ordinance 79-42 granted Continental Cablevision, Inc., which later became Media One of Northern Illinois, Inc., a fifteen -year non-exclusive cable television franchise to operate a cable television system with the Village with an option to extend the agreement for an additional five years. Pursuance to Ordinance 98-17, the Village entered into a renewed fifteen - year non-exclusive cable television franchise agreement with Media One. Pursuant to Ordinance 02-25, this agreement was transferred to its successor Comcast of Illinois VI, LLC. On June 24, 2013, the Village entered into a ten-year franchise agreement with Comcast of Illinois VI pursuant to Ordinance 13-06. This proposed ordinance renews the Village's non-exclusive franchise agreement with Comcast of Illinois VI, LLC to provide cable television services within the Village for an additional ten-year period. Trustee Shiba moved to adopt Ordinance 23-15, seconded by Trustee Witko. Motion passed: 6 ayes, 0 nays. Tr. Khan ave Tr. Minx aye Tr. Shiba ave Tr. Thill aye Tr. Travis aye Tr. Witko 2. Trustee Shiba encouraged residents to participate in this ongoing Village activity: • 2023 Crayon & Marker Recycling Program: This program continues with collection points at Village Hall and the Library until June 30, 2023. Prior to Trustee Thill's report, Mayor DiMaria noted that the Agenda contained on a typo in which the Resolution Trustee Thill will present shows an incorrect title. He will be reporting on Resolution 23-27, not Resolution 23-26. D. Trustee Thill: 1. Trustee Thill presented Resolution 23-27, Authorizing a Contract Extension with Al Warren Oil Company, Inc. Through the Suburban Purchasing Cooperative for the Annual Purchase of Gasoline and Diesel Fuel. 4 • ti z i _ - . i 1 Minutes of June 27, 2023 Board Meeting XI. TRUSTEES' REPORTS (continued) D. Trustee Thill: (continued) a. The Village participates in the Northwest Municipal Conference's Suburban Purchasing Cooperative ("SPC"), a joint purchasing program in which gasoline and diesel fuel is competitively bid for multiple communities. Resolution 21-05 authorized the Village to purchase gasoline and diesel fuel from Al Warren Oil Company, Inc. of Hammond, IN, under SPC Contract #198. Resolution 22-14 authorized the Village to extend this contract through July 5, 2023. In March of 2023, the SPC extended Contract #198 through July 5, 2024, and reserved the right to extend the contract for an additional one-year term under the same terms and conditions of the original contract. This Resolution will authorize the Village Administrator to extend its contract for the purchase of gasoline and diesel fuel from Al Warren Oil Company, Inc. through July 5, 2024, and further authorizes the Village Administrator to extend the contract for one additional year without further Board action if Contract #198 is so extended by the SPC, and if said contract extension is warranted by the then existing circumstances. Trustee Thill noted that the Village has planted 95 trees on parkways. He asked residents who had one of these new trees to please water the new tree with 10 gallons of water or by turning the hose on the tree for about two full minutes. The Village is also watering these trees, but Trustee Thill pointed out that in these drought conditions, the trees need all the help they can get. Trustee Thill also cautioned homeowners about having their lawn go right up to the tree. He said repeated banging on the tree with a lawn mower will kill the tree, and, if a homeowner chooses to use compost around the tree, Trustee Thill said do not pack the compost close around the tree. Compost holds moisture and this will rot the tree. 3. Lastly, Trustee Thill emphasized that fireworks are illegal. He said he hoped the MGPD would ticket those shooting off fireworks, since it's often the same families or same backyards year after year. He said fireworks could be particularly hazardous this year, since we are in a drought. E. Trustee Travis: 1. Trustee Travis reminded those who have adopted a Summer Planter to please check on the plants and water them when you have the chance to do so. Trustee Travis also reminded everyone that the Summer Photo Contest is underway. Please submit your photographs of people having fun in Morton Grove by September 4 (Labor Day). TRUSTEES' REPORTS (continued) F. Trustee Witko: 1. Trustee Witko presented Ordinance 23-14, Approving a Text Amendment to Establish Regulations Relating to Moving and Storage Facilities in Morton Grove, Illinois. This is the second reading of this Ordinance. a. She explained that this Ordinance approves a Text Amendment that defines "moving and storage facilities," authorizes the use in the manufacturing districts, and establishes use standards and off-street parking requirements. b. Due to concerns raised by trustees at the last meeting, Trustee Witko said staff has modified the text amendment to require a Special Use Permit for uses over 20,000 square feet. Trustee Witko moved, seconded by Trustee Travis, to adopt Ordinance 23-14. Motion passed: 6 ayes, 0 nays. Tr. Khan aye Tr. Minx gyg Tr. Shiba Tr. Thill ave Tr. Travis aye Tr. Witko aye c. Trustee Thill thanked Village Staff for taking the Board's concerns into consideration and modifying the text amendment. XII. OTHER BUSINESS Mayor DiMaria congratulated Fire Chief Ralph Ensign on getting a hole -in -one last week. He noted that getting a hole -in -one is extremely rare, unless you're Arnold Palmer, who got 17 of them! He told Chief Ensign, "let us know when you get the other 16 and we'll have a cake for you!" 6 Minutes of June 27, 2023 Board Meeting XIII. WARRANTS Trustee Khan presented the Warrant Register for June 27, 2023 in the amount of $399,886.31. She moved to approve the Warrant Register as presented, seconded by Trustee Minx. RESIDENTS' COMMENTS Rudy Vilk said this isn't personal and yet people on the Board won't even say hello to him or acknowledge him. He asked that the Board at least "be polite" before and after Board meetings, and perhaps even smile. He said, please do me a favor—we're all adults here; we're not in kindergarten. He said he had received a letter from Mr. Czerwinski, and Corporation Counsel is referenced in the letter, but he doesn't see her signature on it. Mr. Vilk also was confused because Mr. Czerwinski's letter references his (Mr. Vilk's) letters, but not specifically. He once again asked the mayor to give him "correct" answers to all of his questions. XVI. ADJOURNMENT There being no further business to be brought before the Board, Trustee Minx moved to adjourn the meeting, seconded by Trustee Witko. Motion passed unanimously via voice vote.
