AUGUST 24, 2020
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Village President Daniel P. DiMaria called the meeting to order at 7:00 pm in the Richard T.
Flickinger Municipal Center Council Chambers. After leading the assemblage in the Pledge of
Allegiance, he directed the Clerk to call the roll.
ROLL CALL
Village Clerk Scanlon Harford called the roll. Present were: Trustees Bill Grear, Rita Minx, Ed
Ramos, John Thill, Connie Travis, and Janine Witko.

Regarding the Minutes of the August 10, 2020, Regular Board Meeting, Trustee Minx moved,
seconded by Trustee Thill, to accept the minutes as presented. There being no questions or
concerns, a motion to approve the minutes passed unanimously via a general voice vote,

There were no special reports presented this evening.
PUBLIC HEARINGS
There was no public hearings held this evening.
RESIDENTS' COMMENTS (Agenda Items Only)

VII. PRESIDENT'S REPORT
a. Mayor DiMaria proclaimed the week of September 17-23 as "Constitution Week" in the
Village, noting this is the 233rd anniversary of the drafting of the U.S. Constitution. He
noted Public Law 915 guarantees the issuing of a proclamation each year by the Presi-
dent. Mayor DiMaria asked that all residents of the Village reaffirm the ideals of the
framers of this important document which protect the freedoms granted and the liberties
afforded as a result of these very poignant words.
b. Mayor DiMaria then asked for a moment of silence to honor Trustee Witko's father who
passed away on August 16. Everyone's thoughts and prayers went out to this family
and their friends at this most difficult time.
c. The Mayor went on to say free COVID-19 testing is taking place this week in Morton
Grove. The Illinois Department of Public Health is conducting a drive and walk through

test at Harrer Park all this week from 9:00am to 5:00pm until August 28. Testing is free
of charge and individuals are not required to have symptoms. No appointment is nec-
essary. This service is being offered as a result of the cooperative effort of Illinois Leg-
islators State Senator Ram Villivalam, State Senator Laura Fine, State Representative
John D'Amico, State Representative Mark Kalish, State Representative Jennifer Gong-
Gershowitz, the Village, and the Morton Grove Park District. The site can be accessed
from Dempster and all parties will then exit eastbound onto Lake Street.
Mayor DiMaria also reminded everyone to continue to patronize local retailers, restau-
rants, and bars. He hopes everyone will continue to Watch your distance, Wear face
coverings and Wash your hands. We have made significant progress in fighting this
pandemic and if we work together we will keep everyone safe. "It does take a Village."
d. Mayor DiMaria welcomed the newest member to the Village's team, Liz Arnold. Ms. Ar-
nold will be the Village's part-time social worker. She comes with a master's degree in
socia! work from the University of Illinois at Champaign -Urbana and is a licensed clinical
social worker. She is a lifelong area resident and will provide short term counseling in-
volving referrals from all Village Departments as well as provide assistance with access
to other local social service resources. She will provide services to residents facing so-
cial service related issues as well a crisis intervention for at risk residents. She will also
act as liaison for crime victims. She will have regular office hours at the Civic Center on
Mondays from 4:00pm to 6:OOpm, Tuesdays from 1:00pm to 3:OOpm and Wednesdays
from 8:30am to 10:30am. Appointments can be made during those times by calling

e. Mayor DiMaria concluded his report by stating Metra will be repairing the grade crossing
at Lincoln Avenue from September 16 through September 25. The crossing will be
closed to traffic during this time. Traffic will be routed along Lincoln Avenue, Dempster
Street, and Ferris Avenue. Advanced warning signs will be posted ahead of time to in-
form the motoring public of the work being done and the roadway being closed,

REPORTS BY TRUSTEES
a. Trustee Grear
1) Trustee Grear presented for a second reading Ordinance 20-17 Approving a
Zoning Map Amendment to Rezone a Portion of the Property Commonly
Known as 6037 Lincoln Avenue in Morton Grove, Illinois, Specifically Lot 6
and Outlot A of the Preliminary Plat of Medina Gardens Subdivision within
an R3 General Residence District. As previously stated at the August 10,
2020, Village Board meeting under Plan Commission Report PC 20-06, the ap-
plicant, Medina Gardens LLC is requesting a portion of the property at 6037 Lin -

coin, specifically Lot "6" and Outlot "A", be rezoned. Currently they carry a split -
zoning classification of R2 Single Family Residence District and R3 General
Residence District. The request is to change to an R3 General Residence Dis-
trict so four townhomes and five detached single-family homes can be built on
this parcel. The common space serving the townhome development, and a por-
tion of the stormwater facilities serving the entire development will then be locat-
ed on the Outlot. The rezoning will allow the townhomes to become a permitted
use under the R3 General Residence District.
Trustee Grear then moved to adopt Ordinance 20-17, seconded by Trustee
Minx.

2) Trustee Grear then presented for a second reading Ordinance 20-18 Approv-
ing a Preliminary Plat of Subdivision on a Planned Unit Development (PUD)
with Associated Waivers for the Development of Four Attached Single -
Family Residences and Five Detached Single Family Residences at 6037
Lincoln Avenue. As noted at the August 10, 2020, Village Board meeting un-
der Plan Commission Report PC20-07, the applicant, Medina Gardens LLC is
requesting approval of a preliminary plat of subdivision and a planned unit de-
velopment (PUD) special use permit with associated waivers to subdivide the
property commonly known as 6037 Lincoln Avenue into eight lots to allow for the
development of four attached single-family residences and five detached single-
family residences. Also being requested are accessory parking areas, land-
scaped areas, accessways, along with storm water detention facilities, The ap-
plicant is proposing Lots 1-5 will be improved the five detached single-family res-
idences which will be accessed from Elm Street and will terminate into a cul-de-
sac. The proposed cul-de-sac and abutting parkway and sidewalk will be dedi-
cated to the Village following construction. Outlot "B" will then be improved with
five parking stalls to be used for guest parking for the detached single-family
residences. Lot "6" will contain the four townhomes with site amenities and ac-
cessways on Lot "A". The private access drive that will serve the townhome de-
velopment will have four guest parking spots.
Trustee Grear then moved to adopt Ordinance 20-18, seconded by Trustee
Minx.
Trustee Grear stated change can be a scary thing for neighbors but he believes
this is a great project. The developer has been working with the Village and has
deleted one house in the process to give the project just a little more room.
They have even added guest parking spaces at the cul-de-sac. He knows this
will be a good project. There being no additional comments, Mayor DiMaria then
called for the roll.

f. Trustee Witko
1) Trustee Witko presented Resolution 20-37 Authorizing the Extension of a
Contract with Hayes Mechanical for Maintenance of Heating and Air Condi-
tioning Equipment for Village Facilities. Trustee Witko explained Hayes Me-
chanical has been the Village's HVAC service provider since July 2011. The Vil-
lage HaII/Police Department boiler is now 65+ years old and the pneumatic sys-
tems are approaching 40 years old. As a result, replacement parts are difficult
to obtain. Hayes has development an expertise for this equipment and can usu-
ally diagnose and repair the equipment in an efficient manner. Hayes has also
been able to retrofit many parts and provide modifications to keep the equipment
running. The current contract with Hayes Mechanical expires on August 31,
2020. Because of the age of the equipment and the scarcity of parts, Hayes
Mechanical has been determined to be a sole source vendor and it is being rec-
ommended this contract be extended for one additional year without undertaking
a competitive bidding process. Trustee Witko also noted Hayes Mechanical is
willing to hold the same contract price that is currently in place and only raise
their hourly rate by $3.50 (due to union wage modifications) for service outside
the maintenance agreement.
Trustee Witko moved to adopt Resolution 20-37, seconded by Trustee Travis.
Trustee Thill inquired when will there be air conditioning in the building. Public
Works Director Joseph Dahm stated it will be some time in October. The new
system is on order.

WARRANTS
Trustee Minx presented the Warrants for August 24, 2020, in the amount of $824,392.44 and
subsequently moved approve the Warrants. The motion was seconded by Trustee Ramos. A
roll call vote was taken.

XII. RESIDENTS' COMMENTS (non -agenda items)

Mr. Czerwinski received an e-mail from Mr. Robert Burkhart who lives at 6034 Grove Court.
Mr. Burkhart was inquiring about the status of the social worker for the Village. As noted un-
der the Mayor's report, the Village has hired a part-time social worker. Mr. Burkhart wanted to
make a case for a full-time worker and felt the police department's budget could handle an ad-
ditional $40,000 to $50,000 to hire someone who would be on-call 24/7 considering the racial
tensions that currently exist, the pandemic, and various incidents of domestic violence, abuse,
and community/neighbor conflicts. He feels the investment will pay off in many ways. He also
felt a full-time position would be more attractive to securing a trained social worker with a MSW
degree or higher as opposed to a part-time person.
Mr. Rudolf Vilk was present at the meeting and stated he sent a letter to the Board on July 13.
He was disturbed Mr. Czerwinski did not receive a copy of this letter. He was disturbed over
the various water rate increases (he referred to the Municipal Code Section 7-4-5) and ac-
cused Ms. Liston of brokering a bad contract with the City of Chicago. He wanted to know if
the Village will control what the City of Evanston will charge. He stated he expects a response
from the Board and he hopes it will not take two years again.
ADJOURNMENT/EXECUTIVE SESSION
There being no further business to come before the Board, Trustee Minx moved to adjourn the
meeting at 7:19pm. Trustee Witko seconded the motion which was unanimously approved via
general voice vote.
