FLICKINGER CENTER COUNCIL CHAMBERS 6101 CAPULINA AVENUE MORTON GROVE, ILLINOIS 60053 Pursuant to proper notice in accordance with the Open Meetings Act, the special meeting was called to order at 7:00 p.m. by Mayor Daniel P. DiMaria who led the assemblage in the pledge of allegiance and called the roll. In attendance were Trustees Bill Grear, John Thill, Rita Minx, Connie Travis, Ed Ramos, and Janine Witko. Clerk Eileen Scanlon Harford was absent with notice. Mayor DiMaria asked Ralph E. Czerwinski, the Village Administrator to provide an update on the Coronavirus emergency. Mr. Czerwinski noted the Village had taken steps to keep staff, officials, and the public safe and keep them informed. He noted the most important thing we can do is maintain social distancing, and while the Board was spaced six feet apart at this meeting, he assured the assemblage there would not be a meeting tonight unless the Village needed it at this time. Village Hall was closed to the public, but essential services continued to be provided. He asked everyone to be vigilant, be safe, and call the Village if anyone needed assistance. Emergency police, fire and ambulance service has and will continue without interruption. Steps have been taken to obtain personnel protection equipment to protect public safety personnel from the virus. The Mayor had reached out to local restaurants who are suffering due to the statewide Stay At Home order. All advisory meetings had been cancelled. He also urged people to visit the Village's website for up to date information relating to COVID-19. This will get worse before it gets better. Mayor DiMaria then declared a Local State of Emergency existed in the Village pursuant to the authority vested in the office of Village President by the Illinois Municipal Code Section 5/11-1-6, and the Illinois Emergency Management Agency Act. He described the emergency was due to an outbreak of Coronavirus Disease 2019 ("COVID 19") which emerged in China. A public health emergency of international concern has been declared by the World Health Organization and a public health emergency for the United States has been declared by the U.S. Health and Human Services Secretary. On March 9, 2020, Illinois Governor J.B. Pritzker issued a disaster proclamation due to the impact of the COVID-19 virus and has activated the State Emergency Operations Center. Due to the potential for the wide -spread and rapid transmission of the disease and the risk of severe illness for older adults and people who have serious chronic medical conditions, it is necessary for local governments to work with its local, state and federal partners to contain the spread of the disease and respond to the resulting health and economic impacts. This Declaration allows the Village to continue Village Services and timely respond to community impacts related to the Coronavirus pandemic. Mayor DiMaria then noted COVID-19 is an international health emergency and economic crisis. The disease is frightening because it can be transmitted by someone who appears to have no symptoms. While most people who contract the disease will recover, the risk of severe illness and even death is far greater for elderly people and those with existing health conditions. The Village's top priority right now is the health, safety and welfare of all in our community. The spread of COVID-19 will increase exponentially unless we all work together to slow it down. He urged residents to do what we can to keep our loved ones, co-workers and neighbors safe. This includes practicing social distancing, washing your hands frequently, covering your coughs and sneezes, keep gatherings to less than 10 people, work from home if possible, stay at home/self- quarantine if you are sick, and follow the recommendations of the CDC. He asked that residents be good neighbors and check on those who are elderly or may have compromised health and are therefore in the higher -risk group for contracting the virus. Emotional wellness in a time like this is just as important as our physical well-being. Mayor DiMaria stated local restaurants and businesses need community support and asked everyone to consider ordering from one of the many restaurants offering pick-up or delivery services during the mandated closure period. The Village will post a listing of restaurants who are open for pick up or delivery on the Village website. Finally, he asked that people keep first responders and health care providers in your thoughts and prayers as they are there for us when we need them most. Together, we will get through this unprecedented time. Village Administrator Czerwinski then introduced Ordinance 20-08 Declaring a Local Emergency and Authorizing Emergency Powers Relating to the Impact of Coronavirus Disease 2019 and requested a waiver of the second reading. He reviewed the history of the coronavirus disease and declarations of emergency issued on international, national, state and local levels. This Ordinance will provide the Mayor and Village Administrator with broad emergency powers in order to respond to this emergency and maintain appropriate levels of Village services. The powers will remain in effect during the coronavirus emergency unless it is repealed or modified by the Board. It allows the Village to continue to pay its obligations, and maintain appropriate services and code enforcement. Orders by the governor shall be incorporated as orders of the Village and will supersede Village regulations that are in conflict with these orders during the emergency. Some of these powers may not be used but are there if needed. The ordinance will allow continuity and the ability to respond to emergency situations. Trustee Grear moved to approve Ordinance 20-08. The motion was seconded by Trustee Minx. Trustee Travis then moved to waive the second reading - this motion was seconded by Trustee Grear and approved unanimously pursuant to a roll call vote. There being no further, discussion, Mayor DiMaria called for the vote on Ordinance 20-08 which passed unanimously pursuant to a roll call vote. Village Administrator Czerwinski then introduced Resolution 20-21 Authorizing a Residential Solid Waste Collection Contract with Groot Recycling and Waste Services, Inc. He reported the Village has contracted with Groot since 1987. In general, the service provided by Groot have been satisfactory and customer service requests have been handled in a timely and professional manner. The Village's current contract with Groot expires on April 30, 2020. In December 2019, the Village issued an RFP for residential collection services for solid waste, recycling, landscape waste, food scrap composting with landscape waste, bulk item disposal, remodeling waste, white goods, e -waste and fall leaf collection. The Village received 3 proposals which are summarized as follows: Monthly Rates 2 Single -Family 7,550 Units Flood Brothers Disposal/Recycling Services* Multi - Family 1,250 Units $10.55 $7.00 Yard Waste Stickers 27,200 Units $2.15 Groot Recycling and Waste Services Inc.* $10.05 $7.25 Lakeshore Recycling Systems** $10.10 $2.26 $7.50 $2.15 All Proposals: CPI escalator 0% - 3% each CY year with first modification effective January 1, 2022 *two -days each week to service the community for single-family collection **four -days each week to service the community for single-family collection The monthly rates proposed by the haulers and indicated in the rate table above are only for the collection and transport of the solid waste and do not include the fees for waste disposal costs which are paid separately to the Solid Waste Agency of Northern Cook County (SWANCC) nor do they include the costs related to administrative tasks and operational costs of the Village to provide solid waste services. The proposals were analyzed by Village Staff, and the Solid Waste Agency of Northern Cook County (SWANCC) who recommended Groot as the most cost effective and responsive provider of residential solid waste services for the Village. This Resolution will authorize the Village Administrator to finalize a 92 -month contract with Groot consistent with its proposal and such additional terms negotiated by the Village and Groot and will further authorize the Village President to sign and the Clerk to attest to the contract. He noted Josh Molnar, a representative from Groot was in the audience to answer questions. Trustee Thill then moved to approve Resolution 20-21. The motion was seconded by Trustee Witko and approved unanimously pursuant to a roll call vote. Trustee Thill complimented the Village Administrator, Village staff and Groot for a good end result and for past services. Trustee Ramos asked for confirmation that the rate will remain frozen until January 2022. Mr. Czerwinski concurred. Mayor DiMaria congratulated staff for a job well done. Trustee Travis then introduced Resolution 20-22 Authorizing the Purchase of a 2021 Type 1 Medium Duty Advanced Life Support Ambulance. This Resolution will authorize the purchase a new 2021 Type I Additional Duty Advanced Life Support Ambulance and associated equipment, and a trade-in credit for the Village's 2006 Medtec ambulance. She noted that funds are available for the purchase of an ambulance to replace the existing 2006 ambulance currently in service. The Northwest Municipal Conference (NWMC), through the Suburban Purchasing Cooperative (SPC), had previously negotiated a group -purchasing contract with Foster Coach Sales, Inc. of Sterling, IL after soliciting bids from various vendors. The Village established an Ambulance Committee consisting of members of the MGFD and the Head Maintenance Technician; Andy Andrews from MGPW. This committee developed specifications tailored to the needs of the community. The Village's contract will include the standard Freightliner chassis as well as a Horton ambulance conversion. The contract price of $281,815 includes a performance bond, associated equipment and trade- in credit for the 2006 Ambulance. Trustee Travis then moved to approve Resolution 20-22. The motion was seconded by Trustee Minx and approved unanimously pursuant to a roll call vote. 3 Mayor DiMaria then announced that the March 23, 2020 Village Board meeting would be cancelled. He thanked Congressman Schneider for reaching out to the Village during the disaster. There being no further business, Trustee Minx moved to adjourn the meeting. The motion was seconded by Trustee Ramos and approved unanimously pursuant to a voice vote at 7:24 p.m. PASSED this 27th day of April, 2020.
