CALL TO ORDER
Village President Dan DiMaria convened the Regular Meeting of the Village Board at
7:00 p.m. in the Council Chambers of Village Hail. Boy Scout Troop 228 was in attendance this
evening, presenting the colors and leading the assemblage in the Pledge of Allegiance,
VI. Village Clerk Eileen Harford called the roll. Present were: Trustees Bill Grear, Rita Minx,
Ed Ramos, John ThiII, Connie Travis, and Janine Witko.
VII.
APPROVAL OF MINUTES
1. Trustee Thill moved to accept the Minutes of the Regular Board Meeting of October 8, 2018 as
presented, seconded by Trustee Witko. Motion passed unanimously via voice vote.
2. Next, Trustee Minx moved to accept the Minutes of the Budget Hearing of October 9, 2018 as
presented, seconded by Trustee Grear. Motion passed unanimously via voice vote.
3. Lastly, Trustee Witko moved to accept the Minutes of the Budget Hearing of October 10, 2018.
Trustee Thill seconded the motion. Trustee Grear had two corrections: 1) Trustee Thill was ab-
sent, not Trustee Ramos, and 2) at the top of the page, it says Minutes of October 10, 2017;
that should be changed to 2018. Trustee Thill had two corrections: 1) The second page reflects
Trustee ThiII requesting staff to investigate a cigarette tax. Trustee Thill was not in attendance
at this meeting. 2) The second page reflects Trustee Thill moving to adjourn the meeting. Trus-
tee Thill was not in attendance at this meeting. Mayor DiMaria asked far the vote on the Minutes
of the October 10, 2018 Budget Hearing. Motion passed unanimously via voice vote.
VIII. SPECIAL REPORTS
1. Presentation to Retiring Crossing Guard Robert Davis.
a. Mayor DiMaria and Police Chief Simo were pleased to present Robert Davis with a
Service Award for his dedicated service and for contributing to the safety of the children of
Morton Grove. Mayor DiMaria commented that Mr. Davis started working for the Village in
December of 2002, after working for the Village of Skokie for 35 years. He was assigned to the
Lake and Austin crossing to help Parkview schools kids safely cross the 4 -way intersection. For
16 years, he reported for duty in any kind of weather. He came to know the children and their
families. Some of the kids and parents came to know him by name, while others simply called
b. him "Mr. Crossing Guard."
The assemblage applauded Mr. Davis in recognizing his dedication and years of service.

PRESIDENT'S REPORT
1. Mayor DiMaria announced that Parkview School's Halloween Parade would be held on
Wednesday, October 31, at 1:45 p.m. beginning at the school, proceeding to Harrer Park on the
park's walking path.
2. Mayor DiMaria reminded the assemblage that the Veterans' Day Parade would be held on
Sunday, November 11. The parade assembles at the Civic Center beginning at 1:00 p.m.
The parade then processes to the Morton Grove Public Library for some brief speeches, and
concludes back at the Civic Center.
3. Mayor DiMaria said the turnout for the Neighborhood Outreach (held October 18 at National
Park fieldhouse) was wonderful. He said that, he, unfortunately, missed the gathering because
he had to travel for business. He thanked Village Administrator Czerwinski, the Board of
Trustees, Village staff, and Park District commissioners for being on hand to answer residents'
questions and address concerns.
XII. CLERK'S REPORT
Clerk Harford noted that early voting begins today and ends on November 5, 2018.
Morton Grove residents can vote early at the Niles Village Hall or the Skokie Village Hall.
Election Day is Tuesday, November 6, 2018, and polis are open from 6:00 a.m. to 7:00 p.m.
Anyone unsure of which polling place they should go to should call the County at 312-603-0946.

1. Mr. Czerwinski said that there have been several questions voiced by the Board regarding
Ordinance 18-15. He asked the Board to table the Ordinance for further discussion and
possibly a workshop. Trustee Thill, therefore, moved to table Ordinance 18-15, seconded by
Trustee Witko.

1. Trustee Minx presented Resolution 18-53, Authorizing the Execution of a Contract Renewal
With Ciorba Group, Inc. For Professional Engineering Services.
She explained that the Village needs to use the services of a professional engineering company
to supplement existing engineering staff during peak periods of work or to perform specialized
services. Typical projects involve the review of private developments and design of infra-
structure. Resolution 15-66, approved in October of 2015, authorized a task order contract with
Ciorba Group, Inc. for professional engineering services on an as -needed basis. The agreement
was for an initial term of two years (which expired October 31, 2017) with an option to renew the
contract for three additional one-year periods. The agreement also allows hourly rates to be
changed when the contract is renewed. Ciorba Group, Inc. has provided good service to the
Village and is capable of continuing to provide the same quality of work,

b. Trustee Minx noted that approving this Resolution does not obligate any cost to the Village.
The Village's 2018 Adopted Budget and the draft 2019 Budget allocates $15,000 to specialized
engineering services when the need for such services arises. Engineering services for private
development review tend to be reimbursable by the permit applicant.

2. Next, Trustee Minx introduced for a first reading Ordinance 18-16, Amending Title 5,
Chapter 9, Section 9 Entitled "Municipal Parking Zones" of the Municipal Code of the
Village of Morton Grove.

She explained that the Village constructed new municipal parking zones on the west side of
Marmora north and south of Dempster Street. Other municipal parking zones provided along
Dempster Street currently have overnight parking restrictions.

b. Public Works needs such restrictions to allow time for street sweeping, leaf removal, and snow
removal. The Traffic Safety Commission review the request for this new parking restriction at its
October 4, 2018 meeting, and recommended acceptance of Village staff's recommendation to
restrict parking from 2:00 a.m. to 5:00 a.m., consistent with other restrictions in the area.
Trustee Minx said that, as this is the first reading of this Ordinance, no action would be taken
this evening.
c. Trustee ThiII asked if there could be some language in the Ordinance to the effect that, if there's
heavy snowfall, the restriction would be enforced at the discretion of the Village Administrator.
d. Corporation Counsel Liston asked Trustee ThiII if he was proposing that the Ordinance be
amended, and, if so, he would need to do it by making a motion and having it seconded.
But if it's just to say this is at the Village Administrator's discretion, there is no need for an
amendment.
e. Trustee Grear pointed out that the restriction is in place so that snow can be plowed (or leaves
removed, or the street swept).
f. Mr. Czerwinski said that if there was an emergency in the local area, and the street had already
been plowed, it could be possible to allow people to park overnight there.
3. Next, Trustee Minx presented for a first reading Ordinance 18-17, Amending Title 5,
Chapter 13, Section F, Entitled "Restricted Parking Streets" of the Municipal Code of the
Village of Morton Grove.
a. She explained that Resolution 96-01, approved in January of 1996, established Zone 12 special
permit parking regulations on segments of Foster Street, Palma Lane, Sayre Avenue, and
Simpson Street, based on current and future needs at that time. Residents have now asked
the Village to repeal Zone 12 parking restrictions because the redevelopment of a commercial
property in the area has eliminated the underlying need for the restriction.
b. The Police Chief enacted an experimental parking regulation to repeal Zone 12 restrictions and
Village staff solicited feedback from the affected residents and received no feedback opposing
this repeal. The Traffic Safety Commission reviewed the matter at their October meeting and
recommended the repeal of the Zone 12 parking restrictions.
Trustee Minx noted that this is the first reading of this Ordinance and therefore, no action would
be taken this evening.
4. Lastly, Trustee Minx presented Resolution 18-56, Authorizing the Execution of an
Agreement With the County of Cook for the Oakton Street/Caldwell Avenue Sidewalk
Connectivity Project.

B. Trustee Minx:
a. She explained that Village staff is developing an improvement to provide a pedestrian facility
along Oakton Street to accommodate existing unsafe walking and cyclingactivities observed
within and along the roadside of Oakton Street within the Village.
The Villages of Morton Grove, Niles, and Skokie share a common goal to cooperatively develop
a continuous pedestrian facility along Oakton Street within their communities to provide a longer
walking/riding corridor. The Villages applied for and were awarded funding from Cook County's
"Invest in Cook" Program for the "Oakton Street/Caldwell Avenue Sidewalk Connectivity" project
for preliminary engineering.
The Village of Morton Grove desires to act in the role of lead agency for the engineering phases
of the project development to be completed by 2019. The Village would pay the engineering
costs and be reimbursed directly by Cook County. The estimated cost of the preliminary
engineering is $164,000. The funding amount from Invest in Cook is $90,000. Agreements with
the Villages of Niles and Skokie for the additional cost-sharing are currently being developed.
Trustee Minx moved, seconded by Trustee Travis, to approve Resolution 18-56.
Trustee Grear asked for clarification about the spending. Mr. Czerwinski said that $90,000 of the
preliminary engineering costs would be paid for by the County. The remaining balance
(approximately $74,000) would be shared between the Villages of Morton Grove, Niles, and
Skokie. Mr. Czerwinski added that this resolution is needed to secure the funding before the
County moves on to the next municipality. He clarified that this is a funding authorization, not a
work authorization.
Mayor DiMaria called for the vote on Resolution 18-56.

E. Trustee Travis:
1. Trustee Travis noted that the 5th Morton Grove Community Artists Performance was held
yesterday at the Civic Center, and it was great! She thanked all the artists who participated in
this quarter's performances.
2. Trustee Travis also encouraged all photographers to enter the Village's Fall photo contest,
sponsored by the Community Relations Commission. Photos must showcase the Village's
tagline: "Incredibly Close. Amazingly Open." Photos must be submitted by December 1, 2018,
and winning photos will be featured on the Village's Facebook page and website, and 5 winning
photos will be enlarged, framed, and displayed at Village Hall.

Trustee Witko said the last Farmers' Market occurred this past weekend. She thanked all those
who volunteered and attended the Market this season. She announced that there will be a
Winter Market an Saturday, December 1, at the Civic Center, in conjunction with the Park
District's Holly Days and with the Morton Grove Days Commission's "Santa Comes to Town"
festivities. Trustee Witko encouraged everyone to attend the Winter Market.
Trustee Witko stated that the Village is seeking qualified and responsible candidates for the
position of School Crossing Guard for Parkview School. This is a seasonal part-time position
with no benefits. Salary is $13.69 per hour, 10 hours a week, Monday through Friday (except
school holidays). Applicants must be at least 18 years old, have a valid driver's license, and
pass a background investigation. Applications and job requirements are available online or at
the Morton Grove Police Department, located at 6101 Capulina Avenue.

RESIDENTS' COMMENTS
Rudolph Vilk said he had questions for all of the Board members and he wanted each to
answer them.
Mayor DiMaria pointed out that this part of the meeting is for "Residents' Comments;" it is not a
question -and -answer session. He said that each speaker is limited to three minutes and asked if
Mr. Vilk had any comments.
Mr. Vilk said he had concerns about vehicle stickers, adding that he was tired of not receiving
any answers. At that point, Mr. Vilk's time was over.
Mayor DiMaria commented that he and other members of the Board and Village staff have re-
sponded to Mr. Vilk's questions, but he's not happy with the responses he received, and keeps
asking the questions in hoping of getting different answers.

To modify the approval process for certain commercial uses to permit administrative review for
uses with a lower intensity and require uses with a higher intensity and/or which could have
potential adverse impacts on surrounding properties and infrastructure be reviewed and
approved through the special use permit process.
In June 2017, the Village amended the Unified Development Code to modify the "medical and dental
offices/clinics" use in the Commercial Districts (Ord.17-15). Prior to adoption of Ordinance 17-15,
all "medical and dental offices/clinics" required the approval of a special use permit, The approved
text amendment created an administrative review process for lower intensity medical or dental uses,
subject to the applicant providing sufficient data and supporting documents to ensure such use would
not result in potential adverse impacts on the adjacent properties and/or infrastructure. Higher
intensity medical or dental uses still require approval of a special use permit, This administrative
review process was focused on potential parking and traffic impacts.
Based on the success of this recent text amendment and in response to inquiries from specific
businesses seeking to locate in the Village, staff is now proposing to extend this alternate review
process model to similar types of commercial uses that could have varying intensities, based on their
business model, staff levels, and operations, in conjunction with the characteristics of the specific
locations where the business may want to locate (Le. parking, access, lot size, setbacks, etc.). In
addition, with this text amendment, staff is proposing updated language for the administrative review
process to allow the Village Administrator greater discretion in the types of documents and/or data
that would need to be submitted, based on the specific use, Further, in conjunction with this proposed
process change, through this text amendment, staff is proposing to address some minor formatting
issues, as well as similarly streamline the review process for a specialty retail use, bridal stores, to
allow that as a permitted use, consistent with other similar types of specialty retail uses,
The Plan Commission heard the application at their September 17, 2018, public hearing. After
reviewing the application, staff report and all testimony presented, the Plan Commission voted to
recommend approval of the proposed text amendment. (6-0, Shimanski absent)

ORDINANCE 18-15
APPROVING A TEXT AMENDMENT TO MODIFY CERTAIN USE CLASSIFICATIONS
IN THE COMMERCIAL DISTRICTS
OF THE VILLAGE OF MORTON GROVE MUNICIPAL CODE
WHEREAS, the Village of Morton Grove (the Village), located in Cook County, Illinois, is
a home rule unit of government under the provisions of Article 7 of the 1970 Constitution of the
State of Illinois, can exercise any power and perform any function pertaining to its government
affairs, including but not limited to the power to tax and incur debt; and
WHEREAS, the Village continuously reviews and, as it deems necessary, updates existing
Municipal Codes to assure they are kept current and relevant; and
WHEREAS, the Village has filed a proper application to the Plan Commission in the Village
of Morton Grove under case number PC18-11 to consider and recommend adoption of a text
amendment to Section 12-4-3:D of the Village of Morton Grove Unified Development Code to
modify certain use classifications in the Commercial Districts and to allow certain uses to be
approved pursuant to an administrative review process as an alternative to approval as a special use;
and
WHEREAS, the Village is proposing to provide an administrative review process to approve
certain uses in the Commercial District that can have varying levels of intensity based on their
specific business model, staffing Levels, and projected number of clients, and such uses include:
catering establishments with shared rental kitchen and retail sale of food products; libraries;
photographic studios (including develop and print of on premises pictures); physical fitness and
health services (greater than 1,000 square feet); printing and photocopy shops (greater than 2,000
square feet); radio and television broadcasting studios; schools -commercial (e.g., driving, martial
arts, learning center, etc.) (greater than 1,000 square feet); specialty food stores (bakeries, ice cream
stores, meat markets, coffee/tea shops, etc.); and theaters - not drive-in; and
WHEREAS, the proposed administrative review process would allow the Village to approve
a proposed use for a specific location provided the Building Commissioner, the Plan Commission
Chairperson, Village Administrator, and Corporation Counsel unanimously find, after considering
the factors set forth in Village Code 12-16-4:C5 that the proposed use will not have a negative
impact upon adjacent land use or the public. In the event they do make such unanimous findings
the proposed use will require a special use process for approval; and
WHEREAS, the administrative review process will allow for a more streamlined process
for such land uses that are lower intensity and/or are proposed to be located where their specific
business model and proposed operations will not have an adverse impact on the adjacent
commercial uses and/or residential neighborhoods; and
WHEREAS, in conjunction with the proposed administrative review process, staff
concurrently proposes to address some minor formatting changes, as well as similarly streamline the
review process for a specialty retail use, bridal stores, to allow that as a permitted use consistent
with other similar types of specialty retail uses; and
WHEREAS, pursuant to the applicable provisions of the Municipal Code, notice of the
public hearing was duly published in the Pioneer Press, a newspaper of general circulation in the
Village of Morton Grove, on August 30, 2018; and WHEREAS, as required by ordinance, the
Morton Grove Plan Commission held a public hearing relative to the above referenced case on
September 17, 2018 and where all concerned parties were given the opportunity to be present and
express their views for the consideration by the Plan Commission; and
WHEREAS, as a result of said public hearing, the Plan Commission considered all the
evidence and testimony presented to it, discussed the merits of the application and made certain
recommendations and conditions through a report Dated October 4, 2018, a copy of which is
attached hereto and made a part hereof and marked as Exhibit "A"; and
WHEREAS, the Corporate Authorities have considered this matter at a Public Meeting and
find the text amendment, when evaluated in the context of the whole Village, serves the public
good; and

Public Notice
The Village provided Public Notice for the September 17, 2018 Plan Commission public hearing for
PC 18-11 in accordance with the Unified Development Code. The Pioneer Press published the
public notice on August 30, 2018. As this request is for a text amendment, not a request for a
specific site, no public notice signs or notification letters were required.
Overview of the Application
In 2017, the Village amended the Unified Development Code to modify the "Medical and dental
offices/clinics" use in the Commercial Districts (Ord. 17-15). Previously, all "Medical and dental
offices/clinics" required a special use permit in all commercial districts. The approved amendment
provided for an administrative review process for lower intensity medical/dental uses while higher
intensity medical or dental uses and/or situated in commercial areas with limited parking capacity
would still require a special use permit. Since adoption of this amendment, Staff has determined
that the process provides flexibility to approve appropriate proposals administratively, while not
violating the intent or spirit of Unified Development Code by ensuring that higher intensity uses
continue to be directed through the special use permit process.
Based on the success of the previous text amendment and in response to inquiries from specific
businesses seeking to locate in the Village, staff is now proposing to expand this administrative
review option to similar types of allowed uses in the commercial districts that could have varying
intensities, based on their particular business model and/or on the characteristics of the specific
locations where they may want to locate (i.e. parking, access, size, setbacks, etc,).
In addition, Staff is also proposing to modify the language of the administrative review footnote.
This language was developed, in consultation with the Village's Corporation Counsel, to provide the
Village Administrator more discretion in the types of information and supporting documents,
beyond just a parking and traffic analysis, which might be requested to evaluate the potential
impacts of the specific proposed business use. Staff is also proposing to clean up some of the
notations, for consistency purposes (i.e. uses that are listed as "P/S" versus "P or S") and cleaning
up a simple outlier of "Bridal Shops" that is currently listed as requiring a special use, when this is
essentially a specialized retail clothing use.
September 17, 2018 Public Hearing
Dominick Argumedo, Zoning Administrator/Land Use Planner, introduced the case and summarized
the Plan Commission staff report dated September 13, 2018, which was entered, in its entirety,
into the public record. (Attachment 1). Upon the completion of his presentation, Chairperson Blonz
asked the Commissioners if they had any questions.
Chairperson Blonz asked for questions from the Commissioners.
Commissioner Dorgan asked whether the land use Photographic Studios should be delineated to
have a sq. ft. limitation before the use would be eligible for the administrative review process. Mr.
Argumedo replied that the proposed square footage would be included in the administrative review
process. The building area and uses of interior spaces, and overall the site area in conjunction with
available parking, would be evaluated to understand the potential impact of the proposed use and
to determine if the use could be approved administratively. As such, size of the space is already
inherently taken into consideration during administrative review,
Commissioner Dorgan then inquired about the category for Schools commercial (e.g. driving,
martial arts, learning center, etc.) specifically if the word "etc." should be removed and not leave it
open ended. Mr. Argumedo replied this is to provide some flexibility and more market ready.
Commissioner Gabriel suggested changing the word "etc." to" like type uses" and Mr. Argumedo
noted the commissioner's desire. (Staff notes that this proposed language change will be reviewed as
part of the next text amendment, as it may need to be carried over into other land use
classifications, for consistency purposes)
Commissioner Gabriel asked if a business previously approved as a special use sought to move to
another space in the same commercial center, would the use now be approved as a permitted use.
Mr. Argumedo explained that an established use going to a new location is reviewed as a new use.
As such, if this amendment were to pass, Staff would conduct an administrative review of the
Applicant's submitted information and if it was determined that the proposal would not have an
adverse impact it could be approved as approved administratively.
Chairperson Blonz asked what steps would be taken on an application for a school, commercial,
that is over 1,000 sq. ft. that previously automatically required a special use permit. Staff would
request the Applicant submit information and documentation detailing, among other aspects the
location and number of the school or learning center's parking, number of students, hours of
operation, and the number of employees. If the information submitted was sufficient to determine
that the operation of the facility would not provide a negative impact on the surrounding
properties or infrastructure then the proposal would be approved administratively. If Staff
determined additional scrutiny is warranted, then it would be require a special permit.
Chairperson Blonz asked if there was anyone present that wanted to be heard, there was no
response. Commissioner Gabriel made a motion to approve the text amendment as presented,
Commissioner Dorgan seconded the motion. The motion then passed 6-0 (Shimanski absent).

A new parking restriction is needed for the municipal parking zones on the
west side of Marrnora Avenue north and south of Dempster Street.
The Village constructed new municipal parking zones on the west side
Marmora Avenue north and south of Dempster Street in 2018. Other
municipal parking zones provided along Dempster Street currently have
overnight parking restrictions. The Public Works Department needs such
restrictions to allow time for street sweeping, leaf removal and snow
removal, The Traffic Safety Commission reviewed the request for this new
parking restriction at their regular meeting held on October 4, 2018. The
Traffic Safety Commission is recommending to accept the Village Staff
recommendation to restrict parking from 2:00 a.rn. to 5:00 a.m. which will be
consistent with other restrictions in the area.

WHEREAS, Municipal Code 5-1-4 empowers the Police Chief, with the approval of the Village
Administrator, to make and enforce experimental regulations to cover special conditions; and
WHEREAS, the Police Chief enacted experimental parking regulations to repeal the Zone 12
parking restrictions from August 10, 2018 through September 9, 2018; and
WHEREAS, a notice of the experimental regulation was added to the Village's website and notices
were mailed to approximately 100 residents who could be potentially affected by the regulation for the
purpose of awareness, and requesting feedback from the public about the effects of the experimental
change; and
WHEREAS, one comment was received by the Village supporting the experimental change and no
comments were received that opposed the change; and
WHEREAS, the Village established the Traffic Safety Commission to receive, review, and present
recommendations to the President and Board of Trustees regarding requests or inquiries on matters
involving traffic safety, including requests for changes to parking regulations; and
WHEREAS, Village staff submitted to the Traffic Safety Commission the request to review a
repealing of the Zone 12 parking regulations; and
WHEREAS, the Traffic Safety Commission, at a regular meeting held at 7:00 pm on October 4,
2018, at the Richard T. Flickinger Municipal Center, considered the above referenced request; and
WHEREAS, notification of the meeting was sent to approximately 100 residents potentially

Street, and along with that support, authorize the submittal of a construction
funding application.
Village staff is developing an improvement to provide a pedestrian facility
along Oakton Street with the Village of Niles and Village of Skokie. These
Villages are also trying to assemble funding sources for the engineering and
construction expenses for this project. The conceptualized project cost is
estimated to be more than $1,000,000. The Illinois Safe Routes to School is
a funding source that can provide up to $200,000 for construction costs and
is accepting applications until November 19, 2018..The application process
requires a resolution to authorize the financial support of the sponsoring
agency.

ENDORSEMENT FOR PROJECT DEVELOPMENT OF PEDESTRIAN FACILITY
ALONG OAKTON STREET
WHEREAS, the Village of Morton Grove (Village), located in Cook County, Illinois, is a home rule
unit of government under the provisions of Article 7 of the 1970 Constitution of the State of Illinois, can
exercise any power and perform any function pertaining to its government affairs, including but not limited
to the power to tax and incur debt; and
WHEREAS, the Village of Morton Grove, Village of Niles and Village of Skokie ("Villages") share
a common goal to cooperatively develop a continuous pedestrian facility along Oakton Street within their
communities to provide a longer walkable corridor; and
WHEREAS, project costs are conceptually estimated to exceed $1,000,000; and
WHEREAS, Resolution 18-56, approved on October 22, 2018, authorizes execution of an agreement
to accept funding from Cook County for the "Oakton Street/Caldwell Avenue Sidewalk Connectivity
Project"; and
WHEREAS, the Illinois Department of Transportation Safe Routes to School Funding Program
offers one hundred percent (100%) of funding to a maximum amount of $200,000 for construction
improvements to increase walking and biking trips to elementary schools, to make walking and cycling safer
for children and to facilitate construction of these improvements; and
WHEREAS, the purpose of the project along Oakton Street is aligned with the goals of the Safe
Routes to School Program; and
WHEREAS, the Safe Routes to School Program application requires participation of an eligible
elementary school district and, further, a sponsoring agency to administer all project components and to
commit to financially supporting the project; and
WHEREAS, Elementary School District 69 has accepted the Villages' invitation to participate in the
application process and to support the project; and
WHEREAS, Morton Grove is acting as lead agency for the Villages in the development of the
preliminary and design engineering and has adequate resources to administer and fiscally support the project;
and
WHEREAS, the Villages will need to establish a future agreement as to whether Morton Grove or
Skokie will act as the lead agency for construction of the improvements; and
WHEREAS, the funding application requires a resolution to authorize the financial support of the
sponsoring agency.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MORTON GROVE, COOK COUNTY, ILLINOIS AS FOLLOWS:
SECTION 1. The Corporate Authorities do hereby incorporate the foregoing WHEREAS
clauses into this Resolution as though fully set forth therein thereby making the findings as hereinabove
set forth.
SECTION 2. The Corporate Authorities support the project development of a pedestrian facility
along Oakton Street.
SECTION 3. The Village Administrator or his designee is authorized to work cooperatively with the
Village of Niles, Village of Skokie, Elementary School District 69 and any other eligible public agencies to
develop and submit the Illinois Safety Routes to School Funding Application to Illinois Department of
Transportation for construction funding for a pedestrian facility along Oakton Street.
SECTION 4. This Resolution shall be in full force and effect upon its passage and approval.

intersection improvements at Austin Avenue and Oakton Street This
document will authorize the Village Administrator to negotiate with the
property owners for the purchase of their private property but it will also
authorize the Village President to execute agreement documents to acquire
this property.
Resolution 18-38 authorized the Village Administrator to execute financial
agreements with two private property owners in an amount not to exceed
$230,000. Counteroffers from private property owners currently exceed the
$230,000 amount. Negotiations are on-going, but could exceed the
authorized amount. This document would authorize funds available up to
$400,000. The Village is required to obtain adequate right-of-way property
for the Austin Avenue roadway improvements, with project improvements
substantially funded by $2.3M in State and Federal funding.

WHEREAS, the Village of Morton Grove (Village), located in Cook County, Illinois, is a home
rule unit of government under the provisions of Article 7 of the 1970 Constitution of the State of
Illinois, can exercise any power and perform any function pertaining to its government affairs,
including but not limited to the power to tax and incur debt; and
WHEREAS, the Village desires to construct roadway improvements on Austin Avenue
between Oakton Street and Main Street, intersection improvements at the intersection of Austin
Avenue at Oakton Street, and the installation of a sanitary sewer on Oakton Street between the railroad
tracks and Austin Avenue; and
WHEREAS, the existing right-of-way at the intersection of Austin Avenue at Oakton Street
would not encompass all the desired improvements needed to meet the required design and
construction standards, and as such, portions of private property from two properties within Morton
Grove will need to be acquired; and
WHEREAS, Resolution 18-38 approved on June 25, 2018, authorized the Village President to
execute documents and make financial agreements with the two private property owners in an amount
not -to -exceed two hundred thirty thousand dollars ($230,000); and
WHEREAS, the cumulative appraised value for the two, individual locations within Morton
Grove is estimated at $230,000; and
WHEREAS, the counteroffers from private property owners are anticipated to be between
$230,000 and $400,000; and
WHEREAS, the 2018 Budget includes sufficient funding in the Capital Projects Fund Account
#305060-553300 for engineering services and land acquisition; and
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MORTON GROVE, COOK COUNTY, ILLINOIS AS
FOLLOWS:
SECTION 1: The Corporate Authorities do hereby incorporate the foregoing WHEREAS
clauses into this Resolution as though fully set forth therein thereby making the findings as

The 2019 Budget represents the Corporate Authorities' projections of revenue that are expected to become
available during fiscal year 2019, as well as recommended expenditures for the Village.
The Budget was presented at Village Workshops held on October 9 and 10, 2018, with a public hearing to
be held on November 26, 2018. Public notice of the hearing will be published in the Pioneer Press
newspaper on November 15, 2018. The Budget has been available for inspection in the office of the Village
Administrator, the Public Library, and posted on the Village's website since at least November 16, 2018.

WHEREAS, the Village of Morton Grove (Village), located in Cook County, Illinois, is a home
rule unit of government under the provisions of Article 7 of the 1970 Constitution of the State of
Illinois, can exercise any power and perform any function pertaining to its government affairs,
including but not limited to the power to tax and incur debt; and
WHEREAS, pursuant to Ordinance 97-53 enacted on the 11th day of November 1997, the
Corporate Authorities of the Village of Morton Grove established by a two-thirds majority vote of the
Village Board then holding office, the budget system, all as authorized pursuant to Statute 65 ILCS
5/8-2-9.1 and pursuant to said statute and local ordinance, the Village Administrator of the Village of
Morton Grove has previously prepared and compiled the contents of the 2019 Budget and presented
said Budget in tentative form for consideration by the Village Board; and
WHEREAS, the proposed annual budget has been made conveniently available for public
inspection in the Office of the Village Administrator and at the Morton Grove Public Library at least
by November 16, 2018, such date being at least ten (10) days prior to the date of passage of this
Ordinance by the Village Board; and
WHEREAS, the Village Board held a public hearing on the proposed annual budget on the 26th
day of November 2018, such date being not less than one week after the proposed budget was made
available for inspection; and
WHEREAS, notice of such hearing was given by publication in the Pioneer Press Newspaper
which is a newspaper of general circulation in the Village, at least one week prior to the time of said
hearing; and
WHEREAS, the budget documents are too voluminous to attach to this ordinance, but comport
with the budget recapitulation attached hereto as Exhibit "A".
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MORTON GROVE, COOK COUNTY, ILLINOIS AS
FOLLOWS:
SECTION 1: The Corporate Authorities do hereby incorporate the foregoing WHEREAS
clauses into this Ordinance as though fully set forth therein thereby making the findings as hereinabove
set forth.
SECTION 2: The annual budget of the Village of Morton Grove, Illinois for the calendar year
beginning January 1, 2019 and ending December 31, 2019, pursuant to the official budget documents
currently kept in the Office of the Village Administrator shall be and is hereby adopted.
SECTION 3: The Annual Budget of the Morton Grove Public Library for the fiscal year
beginning January 1, 2019 and ending December 31, 2019, is attached hereto as Exhibit "B" shall be
and is hereby adopted

This ordinance sets the 2018 property tax levy amount that will be collected and will fund the 2019 budget.
This ordinance must be adopted and filed with the Cook County Clerk in order to levy property taxes within
the Village of Morton Grove.
Pursuant to Ordinance 18-18, the amount necessary to be levied for the 2018 property taxes is: $9,753,929 for
Village operational expenses, $1,073,688 for Village debt service and $3,338,463 for the Library. This will
result in a levy of $10,625,584 for the Village and $3,338,463 for the Library for a total levy of $14,166,080.
By law the Village is required to levy an additional $2,374,894 for Village debt service payments authorized
by general obligation notes and bonds for a total levy before abatements in the amount of $16,507,920.
However, the Village Board intends to adopt Resolutions that will immediately abate $2,374,894 from the levy
resulting in the net levy as intended by the Corporate Authorities in the amount of $14,166,080. The effective
result is a 2.0% increase in the Village's portion of the tax levy and a 0% increase in the Library's portion of
the tax levy, resulting in an overall increase of 1.52% from the final extended tax le from the revio r.
