HomeMy WebLinkAbout2018-08-13 MinutesMINUTES OF A REGULAR MEETING OF THE PRESIDENT AND THE BOARD OF TRUSTEES OF THE VILLAGE OF MORTON GROVE COOK COUNTY, ILLINOIS, HELD AT THE RICHARD T. FLICKINGER MUNICIPAL CENTER AUGUST 13, 2018 CALL TO ORDER I — Village President Dan DiMaria convened the Regular Meeting of the Village Board at 6:58 p.m. V. in the Council Chambers of Village Hall and led the assemblage in the Pledge of Allegiance. VI. Village Clerk Eileen Harford called the roll. Present were: Trustees Bill Grear, Rita Minx, Ed Ramos, John Thill, Connie Travis, and Janine Witko. VII. APPROVAL OF MINUTES Trustee Thill moved to accept the Minutes of the Board Meeting of July 23, 2018 as submitted, seconded by Trustee Minx. Motion passed unanimously via voice vote. VIII. SPECIAL REPORTS 1. Plan Commission Case PC 18-08 Requests a Special Use Permit for Antennas and Support Structures at the Address Commonly Known as 6042 Oakton Street. a. Director of Community and Economic Development Nancy Radzevich presented this case to the Board. She explained that the property at 6042 Oakton Street houses the Village's south water tower and currently includes antennas and ground equipment for Sprint Wireless. The Applicant for this special use request is Insite, Inc., on behalf of Verizon Wireless. The Village and Verizon have entered into a lease agreement for the proposed antennas and support structures. Verizon is proposing to install nine antennas on top of the 123 -foot water tower. Each antenna will be approximately 7 feet high. Verizon is also proposing to install ground- based equipment, including a generator and conduit routing stations. This equipment will be 9 feet high will cover an area of approximately 720 square feet in the northwest corner of the site. The Applicant is requesting a waiver to the screening requirements because the ground equipment will be located away from the public right-of-way and abuts other manufactur- ing/industrial uses. Ms. Radzevich said that Public Works supports this waiver, as any additional fencing or landscaping around the ground-based equipment would impede staff's ability to access the on-site public utilities. Applicant is also seeking a complete waiver from the parking requirements as this is an unmanned facility and they expect no more than one maintenance - related trip per month to and from the site. b. Ms. Radzevich said that the Plan Commissioners asked several questions of the Applicant to which they received satisfactory responses, and no member of the public asked to be heard. The Plan Commission unanimously (with one absent) recommended approval of the waiver for the screening/fencing and the parking, and recommended approval of a Special Use Permit. Ms. Radzevich said that the first reading of the Ordinance granting the Special Use Permit is on this evening's Agenda, noting that, by the time of the second reading, the lease negotiations will also be presented for approval. IX. PUBLIC HEARINGS NONE RESIDENTS' COMMENTS (Agenda Items Only) NONE XI. PRESIDENT'S REPORT Mayor DiMaria congratulated Chief Mike Simo and the Police Department on another successful "National Night Out" event, which took place on Tuesday, August 7, from 5:30 p.m. to 8:30 p.m. at Harrer Park. The event features a live band, free food and ice cream donated by Moretti's and Culver's, along with hot dogs and tacos, an inflatable bounce house, an obstacle course, pony rides, a climbing wall, face painting, caricature and balloon artists, displays of fire trucks, the new police squad cars, an Illinois State Police explosives detection dog and handler, public works trucks, and a Lin -Mar tow truck. And, courtesy of McDonald's, Grimace attended and gave out hundreds of coupons for free ice cream at McDonald's! Mayor DiMaria said it was a huge success, in spite of the rain earlier in the afternoon, and thanked all who came out and attended. 2. Mayor DiMaria announced that the Golf 67 Foundation is holding its 3rd annual 5K Walk/Run on Sunday, August 26, at 9:00 a.m. The walk/run starts at Frank Hren Park behind Golf Middle School, winds down Beckwith Road and goes through Linne Woods and back. All proceeds will go to the Golf 67 Foundation, which provides grants to the District 67 teachers at Hynes and Golf schools. Last year, the grants totaled over $8,000 and helped many students and teachers. Mayor DiMaria noted that the second Board Meeting of August, scheduled for August 27, would be cancelled in keeping with the summer schedule and a lack of significant business for the Board. 4. Mayor DiMaria noted that the Mosquito Abatement District has issued a press release showing that the risk for getting West Nile Virus is, at this time, at the highest levels since the 2012 outbreak, when 290 Illinois residents (174 in Cook County) became ill. Therefore, the Mosquito Abatement District will be stepping up its targeted adult mosquito control operations in Morton Grove between the hours of 8:00 p.m. and 2:00 a.m., weather permitting, on dates posted on Village social media, including this evening and tomorrow evening. 2 Minutes of August 13, 2018 Board Meeting XI. PRESIDENT'S REPORT (continued) a. Residents are advised to take personal protection measures, including using repellent, wearing proper attire, and eliminating standing water sources where possible. XII. CLERK'S REPORT Clerk Harford had no report. XIII. STAFF REPORTS A. Village Administrator: 1. Mr. Czerwinski thanked Mayor DiMaria for the reminder about the cancellation of the Village Board's meeting on Monday, August 27, 2018. 2. Mr. Czerwinski stated that on Tuesday, September 4, at 10:00 a.m., the Village will test its outdoor warning systems as well as its high- speed telephone and communication system by delivering a recorded message to Morton Grove residents and businesses. Mr. Czerwinski highly suggested that residents who have not yet added a mobile phone or other contact numbers for this notification system do so at their earliest convenience by visiting www.mortongroveil.orq or by contacting Village Hall at 847-965-4100. This is an initiative that's been going on for the past three years. Mr. Czerwinski said he hoped that, by now, residents have registered for the Village's notification system as part of their personal emergency preparedness plans. 3. Mr. Czerwinski then gave a brief update on the Morton Grove -Niles Water Commission (MGNWC) Project. He said the project is on budget and construction of the pipeline through Morton Grove is on schedule. He said the Village appreciates the patience of residents who are impacted by this project—the installation of a 30" water main is not an easy thing to deal with if it's being done outside your home or business. Mr. Czerwinski said that a significant amount of the underground work has been completed, and now the project turns toward pavement restoration. Street resurfacing and restoration is currently being conducted and will continue into October for areas that have had the transmission main installed. The 30" valves should be installed in late August/early September. b. Mr. Czerwinski said the foundation for the standpipe has been constructed and the panels for the standpipe tank are being prepared for tank construction. He reminded the assemblage that this project is not supported at all by property taxes—property taxes are not increasing because of this water project. The project is being financed in part with low-interest Illinois Environmental Protection Agency (IEPA) bonds—a $75 million dollar bond issue at 1.76%. Mr. Czerwinski said this project will deliver savings its first year of completion and every year thereafter; the savings will be put back into the system to maintain and/or replace aging infra- structure (rather than increasing water rates to handle infrastructure needs). He complimented the Board, stating that this is "a great legacy project." a. c. 3 Minutes of August 13, 2018 Board Meeting XIII. B. Corporation Counsel: Corporation Counsel Liston had no report. XIV. STAFF REPORTS (continued) TRUSTEES' REPORTS A. Trustee Grear: 1. Trustee Grear thanked the Community Relations Commission for doing a wonderful job on the community -wide garage sale, noting that the signs looked great and participation was wide- spread. 2. Trustee Grear noted that Deputy Chief Norm Stromberg of the Morton Grove Police Department will be retiring in late August, after serving the Village for 34 years. B. Trustee Minx: 1. Trustee Minx introduced for a first reading Ordinance 18-08, Approving a Special Use Permit Request for Antenna and Antenna Support Structures at 6042 Oakton Street, Morton Grove, IL. a. b. She explained that this Ordinance is pursuant to Plan Commission Case PC 18-08, reported out earlier this evening by Community and Economic Development Director Nancy Radzevich. Trustee Minx said that no action on this Ordinance will be taken this evening. Trustee Thill commented that the Applicant will have to wait now until the Board's first meeting in September, as there will not be a second meeting in the month of August. Mr. Czerwinski pointed out that Verizon has no crews available until around mid-September to do this work, so the slight delay in passing the ordinance should not cause any hardship. C. Trustee Ramos: Trustee Ramos had no formal report this evening, but congratulated Chief Simo and the Police Department on their successful National Night Out event. He said he had a great time! D. Trustee Thill: Trustee Thill had no report. 4 XIV. Minutes of August 13, 2018 Board Meeting TRUSTEES' REPORTS (continued) E. Trustee Travis: 1. Trustee Travis had no formal report, but she presented an update from the Community Relations Commission: a. The community wide garage sale was a great success, with 136 participants. The event was held this past Friday, Saturday, and Sunday, from 9:00 a.m. to 8:00 p.m. each day. b. The summer photo contest will be ending on Labor Day (September 3, 2018). Pictures can be emailed to crc(c�mortongroveil.orq or dropped off at Village Hall. Contest rules and details are available on the Village's website (www.mortongroveil.orq) c. The CRC is holding an Open Call for artists in music, dance, and poetry. Submissions must be done online at www.identityperformingarts.orq > Programs > Projects. Submissions will not be accepted after September 10, 2018. The next Community Artists event is on Saturday, October 21, 2018, at 4:00 p.m. at the Civic Center. F. Trustee Witko: 1. Trustee Witko presented Resolution 18-45, Authorizing a Contractual Agreement With Chi- cago Communications to Remove Obsolete Radio and E911 Equipment Located in the Po- lice Department Radio Room, Set Up Temporary Work Station During Renovations, Re- a. place Obsolete Equipment, and Install New Equipment and Furniture. She explained that the Morton Grove Police Department currently maintains a front desk area to assist the public and provide a safe location to await police services. The front desk is staffed by personnel who assist walk-ins, answer non -emergency calls, monitor radio traffic, monitor pris- oners, and provide office support to officers. The Police Department's current equipment in that area, a Motorola two -position Centracom II radio and E911 console, is obsolete and no longer used as the primary communications system, but the Police Department needs to retain the ca- pability to monitor and transmit on certain VHF radio channels and operate various door controls, intercoms, and panic alarms throughout the Village. This resolution will authorized Chicago Communications to remove and replace the obsolete radio, internal controls, and E911 equip- ment, set up a temporary workstation, and provide new office furniture in the front desk/radio room area of the Police Department. The room will gain valuable workspace and improve work- flow, which will improve customer service at the front desk area. This will be done for the not -to - exceed cost of $109,000, which will come out of the Police Department budget and the Seizure Fund budget. Trustee Witko noted that the Morton Grove Farmers' Market is open every Saturday until October 20, 2018, from 8:00 a.m. to 1:00 p.m. at the Civic Center, 6140 Dempster Street. She encouraged residents to attend the weekly markets and to support the market by becoming a "Friend of the Market" at the website: http://mgfarmersmarket.com/marketfriends. XV. OTHER BUSINESS NONE XVI. WARRANTS Trustee Travis presented the Warrant Register for August 13, 2018 in the amount of $576,344.25. She moved that the Warrants be approved as presented. Trustee Witko seconded the motion. Motion passed: 6 ayes, 0 nays. Tr. Grear Tr. ThiII Tr. Minx Tr. Travis XVII. RESIDENTS' COMMENTS 1. Tr. Ramos Tr. Witko Rudolph Vilc began his comments with some humor, asking "what goes up and never goes down?" (Age). He said he felt that Corporation Counsel Liston was giving bad advice to Mayor DiMaria when she advises him not to respond to Mr. Vilc's questions. Mayor DiMaria suggested that Mr. Vilc schedule a meeting with Ms. Liston. He pointed out that she not only works for the Village, but for the Village residents. He asked Mayor DiMaria if he would respond to Mr. Vilc's questions or investigate his claims once Mr. Vilc's appeal is settled. Mayor DiMaria thanked him for his time and said he would discuss this with the Village Administrator. XVIII.
