MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND THE BOARD OF TRUSTEES OF THE VILLAGE OF MORTON GROVE COOK COUNTY, ILLINOIS, HELD AT THE RICHARD T. FLICKINGER MUNICIPAL CENTER SEPTEMBER 25, 2017 CALL TO ORDER 1— Village President Dan DiMaria reconvened the meeting at 7:00 pm. in the Council Chambers of V. Village Hall and led the assemblage in the Pledge of Allegiance. VI. Village Clerk Eileen Harford called the roll. Present were: Trustees Bill Grear, Rita Minx, Ed Ramos, John Thill, Connie Travis, and Janine Witko. VII. APPROVAL OF MINUTES Regarding the September 11, 2017 Regular Board Meeting Minutes, Trustee Thill moved to approve the Minutes as presented, seconded by Trustee Witko. Motion passed unanimously via voice vote. VIII. SPECIAL REPORTS IX. NONE PUBLIC HEARINGS NONE X. RESIDENTS' COMMENTS (Agenda Items Only) NONE XI. PRESIDENT'S REPORT Mayor DiMaria presented two proclamations: 1. Proclaiming the week of October 8-14, 2017 as "Fire Prevention Week" in the Village. Mayor DiMaria said that this year's Fire Prevention Week theme is "Every Second Counts: Plan 2 Ways Out!" and said that often people have as little as one to two minutes to escape a fire from the time the smoke alarm sounds. XI. ;..,Minutes of September 25, 2017 Board Meeting PRESIDENT'S REPORT (continued) a. Mayor DiMaria said the Fire Prevention Week theme will effectively serve to educate the public about the vital importance of developing a home fire escape plan with all members of the household and practicing it twice a year. 2. Proclaiming the month of October, 2017 as "Filipino American History Month." Mayor DiMaria said that the Filipino American community is the second largest Asian American group in the United States, with a population estimated to be close to four million. He said the celebration of Filipino American History month in October of each year as denoted by the U.S. Senate and Congress in 2009 provides an opportunity to celebrate the heritage and culture of Filipino Americans and their immense contributions, as well as an opportunity for all residents of Morton Grove to learn more about Filipino Americans and the their historic contributions to the growth and development of the United States. a. Mayor DiMaria presented the proclamation to Trustee Ed Ramos, representing the Filipino American community on the Village Board. He also welcomed Fil-Am officers Erich Monzan and Vangie Pintang to tonight's meeting. 3. Mayor DiMaria noted that there will be a Niles Township Property Tax Appeal seminar on Monday, October 2, at 6:30pm at the Civic Center. All property owners are welcome to attend. He added that the deadline to file a property tax appeal is October 12, 2017. 4. Mayor DiMaria encouraged everyone to attend the Morton Grove Days Pancake Breakfast fundraiser on Saturday, October 14, from 8:OOam to noon at the Civic Center. This will benefit the "Santa Claus Coming to Town" event in early December. Tickets are $6 for all -you -can -eat pancakes; children under age 5 are free. Mayor DiMaria said the pancake breakfast held last May included a great crowd and wonderful comradery. 5. Mayor DiMaria said there are still several upcoming Farmers' Markets, and they are now open an additional hour, closing at 1pm instead of noon. He said everyone should come out and take advantage of our Farmers' Markets while they can! 6. Mayor DiMaria complimented Police Chief Mike Simo and the MGPD, who have recently implemented a "Virtual Block Watch" with the purpose of enlisting the help of property owners who have outdoor video cameras to solve neighborhood crimes. He encouraged residents who have outdoor video cameras to register with the Police Department, noting that investigators have found, when canvassing a neighborhood after a crime has occurred, that a home or business video system may have captured a picture of a suspect or a vehicle, which can provide a valuable lead in the investigation. XII. CLERK'S REPORT Clerk Harford had no report. 2 Minutes of September 25, 2017 Board Meeting XIII. A. Village Administrator: 1. Village Administrator Czerwinski provided an update on the Morton Grove -Niles Lake Michigan Water project. STAFF REPORTS a. He said the design engineering is 90% complete; it's on schedule and within budget. The Illinois Environmental Protection Agency (TEPA) review is also under way. As far as the pumping station/reservoir, the Village is just waiting to close on the property. The location will be close to a water main and is located near Public Works. b. Mr. Czerwinski said the Village is currently working on project route permit applications for the Village of Skokie. This project will have four miles of water main running through Skokie, with no direct benefit to Skokie. There will be a 36"-40" pipe at Emerson and McCormick and the MG -N Water Commission is talking to the Metropolitan Water Reclamation District to see if it will be able to use a small piece of their land in that area. Skokie requested that we pursue that first. c. The "plan of finance" is under development. The Niles and Morton Grove Finance Directors and auditors are working on it. They will be applying for a low-interest IEPA loan which would result in a significant savings for the project. d. Mr. Czerwinski said that, when the Commission was reviewing design engineering firms, Stanley won the job, but everyone was very impressed with HNTB Engineering. They have a strong history of reviewing IDOT and other large project; they look at route plans, core assumptions, cost estimates, etc., essentially functioning as another set of eyes. He said that, on tonight's Agenda is Resolution 17-40. This resolution is seeking an independent engineering review by HNTB Engineering, not to exceed $75,000. Mr. Czerwinski likened HNTB's role to that of a "bench coach," to keep an eye on what's going on in the field. The cost of this independent engineering review will be split equally between Morton Grove and Niles. If HNTB sees something that needs to be addressed, they will consult with the design engineering firm; if the cost to address an issue exceeds $40,000, the MG -N Water Commission will bring it back before the Niles and Morton Grove Village Boards. e. Mr. Czerwinski said that progress is also being made on obtaining easements; currently, the Village is working with properties west of Cleveland Avenue. Negotiations with homeowners are going very well. f. Once the permitting is secured, the project will be let out to bid. This should be in November. g. Mr. Czerwinski then presented Resolution 17-40, Authorizing the Approval and Funding for a Professional Services Agreement Between Morton Grove -Niles Water Commission and HNTB Corporation for Independent Engineering Review Services. Next, Mr. Czerwinski noted that there will be lane closures on Lehigh at various locations through November 17, 2017. He said that ComEd has notified the Village that it will be working on transmission lines, per a federal mandate, to separate the lines on Oakton from Caldwell to Lehigh. A couple of the lines will have to be reconstructed. Some of the work will take place at night. He said that ComEd had initially wanted to do this work over the summer, but after speaking with Village staff, they pushed it back to this time of year. Village staff was being mindful of residents who might want to have their windows open on nicer days, without construction noise and dust. Trustee Thill asked if the condo boards had been alerted about this. Mr. Czerwinski said yes, they have been. B. Corporation Counsel: Corporation Counsel Liston had no report. XIV. A. Trustee Grear: Trustee Grear had no report. B. Trustee Minx: TRUSTEES' REPORTS Trustee Minx had no formal report, but commented on yesterday's rededication ceremony of the Dough Boy Statue. She said all of the speakers (Commissioner Larry Suffredin, Brad Schneider, and Mayor DiMaria) were wonderful. Many residents turned out for what was a very moving ceremony. Afterwards, Trustee Minx said, attendees were invited to the World War I exhibit at the John & Mary Helen Slater Education Center. The exhibit is open on Saturdays from 9:00 a.m. to 12:00 noon until October 14th; thereafter, it will be open on Sundays from 1:00 p.m. to 3:00 p.m. between October 22nd and November 19t11. She highly recommended the exhibit. C. Trustee Ramos: Trustee Ramos had no report. D. Trustee Thill: Trustee Thill clarified with Chief Simo that the police are asking residents to register any outside security cameras they may have. Chief Simo said that was correct. 4 (Minutes of September 25, 2017 Board Meeting XIV. E. Trustee Travis: 1. Trustee Travis presented Ordinance 17-26, Amending Title 5, Chapter 3 of the Municipal Code Entitled "Vehicle Licenses" and Title 6, Chapter 4 Entitled "Animal Control." TRUSTEES' REPORTS (continued) a. This is the second reading of this Ordinance. Trustee Travis explained that this Ordinance amends the Municipal Code sections regulating the purchase of vehicle permits and pet licenses to change the license period from May 1—April 30 to September 1—August 31. This change is being done to make it more convenient for area residents to purchase and affix the permits during the warmer months of the year, as well as to allow Village staff to more efficiently and quickly process permit applications by utilizing additional summer help. Trustee Travis noted that the Fall Morton Grove Community Artists Performance is quickly approaching; it will be held on Sunday, October 15, at 4:00 p.m. at the Civic Center and is free to the public. This event is sponsored by the Community Relations Commission. More information can be found on the Village's website. 3. The Community Relations Commission is also holding a Fall photo contest from October 1st to December 2"d. She encouraged residents to submit their photos depicting the Village's tagline "Incredibly Close. Amazingly Open." F. Trustee Witko: Trustee Witko had no report. XV. This new 2017 Ford 4X4 F250 will replace a 1999 Chevrolet K2500 used by the Street Department. The Public Works Department routinely reviews vehicles and equipment for fuel economy, safety, dependability, age, and excessive repair cost, and has determined that the 1999 Chevrolet K2500 used by the Street Department no longer meets the department's needs, and should be replaced. The Village along with 142 other municipalities participates in the Suburban Purchasing Cooperative to take advantage of volume purchasing discounts for municipal vehicles. The Suburban Purchasing Cooperative recently conducted a bidding process for 2017 Ford 4X4 F-250 Super Duty pickup trucks, which is a suitable replacement vehicle for the 1999 Chevrolet K25. This Resolution will authorize the Village to purchase a 2017 Ford 4X4 F-250 Super Duty pickup truck with a snow plow from the lowest bidder, Currie Motors, 9423 West Lincoln Hwy., Frankfort, Illinois 60423 for $44,049. No vision Superintenden dministrator Revie{ved By Reviewed by: DeMpryte, Director Public Works Ter€sa Hoffip£n iston, Corporation Counsel RESOLUTION 17-41 TO AUTHORIZE THE PURCHASE OF ONE 2017 FORD 4X4 F-250 SUPER DUTY PICKUP TRUCK WITH A SNOW PLOW THROUGH THE NORTH SUBURBAN PURCHASING COOPERATIVE PROCUREMENT PROGRAM WHEREAS, the Village of Morton Grove (VILLAGE), located in Cook County, Illinois, is a home rule unit of government under the provisions of Article 7 of the 1970 Constitution of the State of Illinois, can exercise any power and perform any function pertaining to its government affairs, including but not limited to the power to tax and incur debt; and WHEREAS, the Suburban Purchasing Cooperative representing 143 municipalities conducted a bidding process for the purchase of 2017 Ford 4X4 F-250 Super Duty pickup trucks with a snow plow with the low bidder for said purchases being Currie Motors, 9423 West Lincoln Hwy., Frankfort, Illinois 60423; and WHEREAS, the Village as a member of the Northwest Municipal Conference has previously utilized the North Suburban Purchasing Cooperative Procurement Program for purchases of vehicles; and WHEREAS, funds for this purchase will utilize account number 025017-572010 that provides funding for the replacement of motor vehicles; and WHEREAS, the description and purchase price for the vehicles is as follows: 2017 Ford 4X4 Regular Cab F-250 Super Duty Pickup Truck with a Snow Plow: TOTAL $44,049.00 NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MORTON GROVE, COOK COUNTY, ILLINOIS AS FOLLOWS: SECTION 1: The Corporate Authorities do hereby incorporate the foregoing WHEREAS clauses into this Resolution as though fully set forth therein thereby making the findings as hereinabove set forth.
