HomeMy WebLinkAbout2015-11-09 MinutesMINUTES OF A REGULAR MEETING OF THE PRESIDENT AND THE BOARD OF TRUSTEES OF THE VILLAGE OF MORTON GROVE COOK COUNTY, ILLINOIS, HELD AT THE RICHARD T. FLICKINGER MUNICIPAL CENTER NOVEMBER 9, 2015 CALL TO ORDER I & Village President Dan DiMaria called the meeting to order at 7:00 p.m. in the Council II. Chambers of Village Hall and led the Board and assemblage in the Pledge of Allegiance. III. Village Clerk Connie Travis called the roll. Present were: Trustees Bill Grear, Rita Minx, John Pietron, Ed Ramos, John Thill, and Janine Witko. IV. V. APPROVAL OF MINUTES Regarding the Minutes of the October 26, 2015 Regular Board Meeting, Trustee Minx moved, seconded by Trustee Witko, to accept the Minutes as presented. Motion passed unanimously via voice vote. SPECIAL REPORTS NONE VI. PUBLIC HEARINGS NONE VII. RESIDENTS' COMMENTS (Agenda and Non -Agenda Items) a. Mayor DiMaria said he would like to combine Residents' Comments tonight because he knew that one resident wished to speak, and this resident had an event going on to which he had to return. Mayor DiMaria then introduced Father Dennis O'Neill, pastor of St. Martha's. Father Dennis wanted to thank the Village for its support of the recent special activities of St. Martha's. On Sunday, November 1s`, Archbishop Cupich said Mass at St. Martha's and dedicated the parish's new shrine, the Shrine of All Saints. Following the Mass was a luncheon and an afternoon of culturally -diverse entertainment. Father Dennis said that the parish fed 1,200 people that day! He added that the Village's beautifully -worded proclamation, naming November 1st as "Archbishop Blase Cupich Day" in Morton Grove, really moved the Archbishop. Father Dennis thanked the Village for the new signage that was installed, making it easier to find St. Martha's, and for the excellent traffic control that was provided. b. VII. RESIDENTS' COMMENTS (Agenda and Non -Agenda Items) (continued) c. Mayor DiMaria thanked Father Dennis for his passion and dedication in collecting the many relics he has obtained over the years, which enabled St. Martha's to be named a shrine. VIII. PRESIDENT'S REPORT 1. Mayoral Update a. Mayor DiMaria said he had some sad news; Ron LaMothe, the crossing guard who, with his wife, had been honored by the Village for their years of dedicated service, had passed away on September 30t. Mayor DiMaria expressed his and the Board's condolences to the LaMothe family on their loss. b. Mayor DiMaria said there was a great turnout at yesterday's Veterans Day Parade, and the weather was just perfect for it. This coming Wednesday is the actual Veterans Day, and he hoped everyone would take the opportunity to thank a veteran for his/her service. c. Mayor DiMaria reminded the assemblage that the next "Coffee With A Cop" would be held on November 11`" from 3:30pm to 5:30pm at the Dunkin Donuts at 5843 Dempster. He asked residents to take advantage of this great opportunity to get to know your local police officers and to provide input and suggestions to them. d. Mayor DiMaria encouraged the assemblage to visit Giordano's on December 1s' from 11:00 a.m. to 10:00 p.m. because Giordano's will donate 15% of all dine -in or carry -out meals to benefit the Morton Grove Days Commission. IX. CLERK'S REPORT Clerk Travis had no report. X. STAFF REPORTS A Village Administrator: Village Administrator Czerwinski had no report. B. Corporation Counsel: Corporation Counsel Liston had no report. 2 Xl. TRUSTEES' REPORTS A. Trustee Grear: 1. Trustee Grear presented Ordinance 15-24, Amending Title 7, "Public Properties and Utilities," Chapter 1 Entitled "Streets and Public Ways," "and Section 15, Entitled "Driveways," To Establish a Permitting Procedure For Variances to Driveway Approaches. a. c. This is the second reading of this Ordinance. Trustee Grear explained that the Village has received numerous requests for permission to construct driveway approaches or aprons on the public right-of-way with non-standard materials and/or decorative materials, such as brick pavers. Village staff recommended that the Village Code be amended to allow for these types of installations, subject to conditions that safeguard the public interest. Non-standard driveway approaches will require a special Village permit, must be constructed of the same material as the property owner's driveway, and shall not interfere with or create an unsafe condition at the public right-of-way. Further, the property owner shall pay all costs associated with the installation, maintenance, repair, and removal of the non-standard driveway approach and shall release, indemnify, and hold harmless the Village and all utility companies working within the public right-of-way from any and all claims or expenses resulting from the non-standard driveway approach. Witko aye Trustee Grear commented that he had attended the Morton Grove Public Library Foundation's "Flight Night" craft beer event this past Saturday. He said that Trustees Ramos and Thill were among the attendees. It was a very well -attended event and everyone had a great time. B. Trustee Minx: Trustee Minx had no report. C. Trustee Pietron: 1. Trustee Pietron presented Resolution 15-69, Authorizing the Execution of a Task Order With Ciorba Group, Inc. For Design Engineering Services for Austin Avenue Improvements. a. He explained that the Village needs to make improvements to Austin Avenue between Oakton Street and Main Street because of its deteriorated condition. Austin Avenue is one of several Village -owned streets eligible for federal aid to construct improvements. The Village has applied for federal and state funding. 3 XI. TRUSTEES' REPORTS (continued) C. Trustee Pietron: (continued) b. The estimated cost to complete the design engineering, land acquisition, and construction is $3,482,000. It is estimated that the Village will pay $1,268,000 and the balance will come from federal and state funding sources. The Village of Skokie will also assist with some of the funding, as part of the improvement lies in their jurisdiction. c. Trustee Pietron said that this Task Order with Ciorba Group will cost $168,967.73; but the Village will be reimbursed from federal funds.
