CALL TO ORDER
& Village President Dan DiMaria called the meeting to order at 6:00 p.m. in the Trustees'
Ii. Conference Room and led the Board in the Pledge of Allegiance.
IL'. Village Clerk Ed Ramos called the roll. Presentvvers: Trustees Bill Greer, Shel Marcus,
John Pietron, John Thill, Maria Toth, and Janine Wtko. Village staff present were Village
Administrator Ryan Horne, Corporation Counsel Teresa Hoffman Liston (arrived late), Police
Chief Mike Simo, and Finance Drector Remy Navarrete
IV. EXECUTIVE SESSION
Trustee Marcus moved to adjourn to Executive Session to discuss pending litigation,
personnel, and real estate matters. Trustee Toth seconded the motion.

The Executive Session began at 6:01 p.m. Trustee Thill then moved to adjourn the
Executive Session and recommence the regular Board meeting in the Council Chambers
at 7:00 p.m. The motion was seconded by Trustee Witko and passed unanimously via
voice vote. The Executive Session adjourned at 6:52 p.m.
RECONVENE MEETING
Village President Dan DiMaria reconvened the meeting at 7:00 p.m. and led the assembiage
in the Pledge of Allegiance, after which Clerk Ed Ramos called the roll.
V. APPROVAL OF MINUTES
Regarding the Minutes of the February 9, 2015 Regular Board Meeting Trustee Toth
moved, seconded by Trustee Witko, to accept the Minutes as corrected. Motion passed
unanimously via void vote.

IX. PRESIDENT'S REPORT
1. Mayor DiMaria said he was pleas d to announce that a number of local restaurants are
supporting the Morton Grove Days event by donating a percentage of their receipts (during
specified days and hours) to the Morton Grove Days Commission.
The restaurants involved in this community effort include:
• Kappys: On February 25 between the hours of 5:00 p.m. and 8:00 p,m., Kappys
will donate 20% of the receipts of anyone who mentions to his/her server that they're
there for Morton Grove Days.
• Giordano's: On March 26, from 11:00 a.m. to midnight, Giordano's will donate
20% of their receipts to the Commission for anyone dining in, picking up, or
delivery orders, when the patron mentions he/she is supporting Morton Grove Days.
• Village Inn: One of the main food attractions at the actual Morton Grove Days festival,
Village Inn will donate 20% of the (pre-tax) receipts for anyone dining in, picking up,
or delivery orders, between the hours of 11:00 a.m. to midnight, when the patron
mentions he/she is supporting Morton Grove Days.
• Las Fuentes: On May 21, between 11:00 a.m. and 10:00 p.m., Las Fuentes will
donate 15% of the receipts of any diner who mentions to his/her server that
they're there for Morton Grove Days.
• Culvers: On June 17, between 5:00 p.m. and 8:00 p.m., Culvers will donae a
percentage of its receipts to patrons who mention they're supporting Morton Grove
Days.
Mayor DiMaria congratulated these participating restaurants for being so involved in the
community, and encouraged all residents to participate in this easy fundraising activity by
patronizing these establishments on the specified dates and times.
CLERK'S REPORT
Clerk Ramos reminded the assemblage that the Primary Election was taking place tomorrow.
Polls will be open from 6:00 a.m. to 7:00 p.m. He encouraged everyone who had not already
done so to please vote in this election.

D. Trustee ThilI:
1. Trustee Thill presented Resolution 15-12, Authorizing the Annual Memorial Day Parade
and Closure of Dempster Street.
He explained that the Memorial Day Parade is a Morton Grove tradition. Each year, a
resolution is developed authorizing the parade and assuming full responsibility for the direction,
protection, and regulation of traffic during the time the detour is in effect, and all liabifties for
damages of any kind occasioned by the closing of said state route, in accordance with the
requirements of the Illinois Department of Transportation. This year, the Memorial Day Parade
will be held on Sunday, May 24, starting at 1:30 r.m. from the Civic Center.

2. Next, Trustee Thill presented Resolution 15-13, Authorizing the Execution of a Contract
With G&L Contractors, nc. For the 2015 Materia Hauling Program.
He explained that the Material Hauling Program is necessary to haul and dispose of
construction/demolition debris, street sweepings, tree stump grindings, and to transport
and furnish topsoil, sand, and stone materi for the VUlage.
This contract was bid through a public process and the low bidder was determined to be G&L
Contractors, Inc. The estimated contract value is $139,000, but since this is a unit price
contract, the final contract amount will be based on the actual quantity of work performed.

Service Contract Extension With FlexH Electric Company For the 2015 Traffic Signal
and Street Lighting Mantenance Program.
He explained that, each year, the Village contracts with an electrical contractor to assist in the
maintenance of street lighting and traffic control signals within The Village. H&H Electric has
satisfactorily performed with work in 2013 and 2014. The contract contains provisions allowing
the contract to be extended for two years, in one-year increments. Staff is recommending that
the contract be extended unUI March 31, 2016. The estimated corttract value tor routine
maintenance is $24`48S.48.This will bopaid using Motor Fuel Tax funds.

4Lastly, Trustee ThiIf presented Resolution 15-15, Authouizing the Execution ofaContract
With Nels J. Johnson Tree Experts, inc. For the 2015 Tree Trimming Program.
He. explained that the Village has an annual program, depending on funding appropriations, to
trim trees within the Village rights-of-way and property. The contracl. was bid through a pubilo
process, and the iowest bid was from Nels J. Johnson, Tree Experts, inc.

contract amount will be based on the actual quantity of work performed.

E. Trustee Toth:
Trustee Toth presented Ordinance 15-02, Providing For the Issuance of Not to Exceed
$11,500,000 General Obligation Bonds, Series 2015, of the Village of Morton Grove,
Cook County, Illinois, to Pay Costs of General Municipal Improvements Within Said
Viliage and to Refund Certain Outstanding Bonds of Said Village, Providing For the Levy
of a Direct Annual Tax Sufficient to Pay the Principal Of and Interest On Said Bonds,
and Authorizing the Sale of Said Bonds to William Blair & Company, LLC, Chicago,
Illinois.
This is the second reading of this Ordinance
a. Trustee Toth explained that the Village Administrator and Finance Director have researched
Me most favorable financing arrangement and have determined the Village should issue tax
exempt General Obligation Installment Bonds in an amount not to exceed $11,500,000. This
will enable file Village to refund the outstanding General Obligation Bonds, Series 2007, and
provide $5 million in funding for capital projects identified in the 2015 Budget.

Trustee Toth moved to adopt Ordinance 15-02, seconded by Trustee Witko.
Trustee Marcus asked if the original bond issue had been intended to be a $10 million bond
issue. Finance Director Remy Navarrete said the bond issue is not to exceed $11.5 million
because $6.5 million will be used to refund General Obligation Bonds, Series 2007. The
remaining $5 million will be wed for various capital projects in the Village.
c. Trustee Marcus again expressed concern about the drop in the Village's bond rating.
Ms. Navarrete assured him that it won't have an impact. Elisabeth Hennessey from William
Blair & Company also emphasized that any impact will be minimal—less than 1 %. Market
conditions at the time the bonds are issued will have more of an impact than the Village's
actual bond rating. Village Administrator Horne said that, if the bonds had been issued last
year or prior to the decrease in the Village's bond rating, the Village would be paying on a
higher rate of interest compared to what it is currently, regardiess of bond rating.
d. Trustee Thill said the important thing, to him, was that doing this bond issuance and refunding
2007 General Obligation Bonds will save the Village about $450,000.
