Accordingly, enclosed please find the following: 1. A check in the sum of$684.96, representing the over deposit by the Village in view of the error of proration of taxes. The original Village check was in the sum of$133,312.94. 2. Copy of the original contract between the parties. 3. Copy of the waived Title Commitment for insurance before the issuance of the Policy. 4. Copy of the Sellers' Closing Statement, which has an error in the tax proration as sell as the fact that the 2nd installment of the taxes were paid. 5. Copy of my office's calculation of the taxes, which show the 2nd installment paid and the proration of taxes for 2002 at 110% proration being the sum of $5,725.02. 6. Copy of the Warranty Deed from 011iric, Inc. to the Village dated 10128/02. 7. Copy of the RESPA/HUD Statement between the parties, which shows a full breakdown of the costs and expenses of the transaction. 8. Copy of the spotted Plat of Survey (in duplicate). Please forward one copy to Ed Hildebrandt, Building Commissioner, for his files. As you know and from the figures contained herein, the Village has received credit in the sum of$5,725.02 for the 2002 Real Estate Taxes, which have not been billed, nor due, at the rate of 110% of the 2001 taxes. In view of the obligation of the Village to pay the 2002 taxes, these monies should be held or allocated separately since the 2002 taxes will have to be paid by the Village when billed. I requested that Mr. Hildebrandt board up the building, at least in the rear, to avoid any problems. Next year,in 2004,that amount will be 26%of total value and remain at that level. 1fP 118 North Clark 0004. COOK COUNTY ASSESSOR'S OFFICE 3rd Floor JAMES M. HOULIHAN, ASSESSOR Chicago, IL 60602 (312) 443-7550 www.cookcountyassessor.com Dear Taxpayer, On the reverse side of this letter, you will find your "Notice of Proposed Assessed Valuation." This assessment is the first step in determining your share of local property taxes. Please carefully review the information in this notice. Please keep in mind that the change in value reflected on this notice will impact the second installment tax bill next year. If you think your proposed valuation is inaccurate, you should consider filing an Assessment Appeal. Several real estate conditions are considered in determining the value of your property. Conditions include: recent sales, construction costs, market rents and income of similar properties in your commercial area. If you feel there are factors that my office has not considered, and you decide to appeal, you should submit any relevant documentation to support your Appeal. This documentation may include, but is not restricted to, an appraisal, rental income, a recent purchase, and/or evidence of substantial vacancy. Many factors play a role in determining your tax bill. Your assessed value will be multiplied by a state equalizer, determined annually by the Illinois Department of Revenue. Finally, the County Clerk's Office will apply the tax rate for you local taxing districts. Our Taxpayer Advocate Department is available for taxpayers that have questions regarding their property or want help in filing their Appeal. You may contact our office at (312) 603-7530 for assistance. We consistently strive for fairness and accuracy in the work we do; yet errors sometimes to occur. Please carefully review the information in this notice and feel free to contact my office if you have any questions. No taxpayer should ever pay more than their fair share. Sincerely, James M. Accordingly, enclosed please find the following: 1. A check in the sum of$684.96, representing the over deposit by the Village in view of the error of proration of taxes. The original Village check was in the sum of $133,312.94. 2. Copy of the original contract between the parties. 3. Copy of the waived Title Commitment for insurance before the issuance of the Policy. 4. Copy of the Sellers' Closing Statement, which has an error in the tax proration as sell as the fact that the 2nd installment of the taxes were paid. 5. Copy of my office's calculation of the taxes, which show the 2nd installment paid and the proration of taxes for 2002 at 110% proration being the sum of $5,725.02. 6. Copy of the Warranty Deed from 011iric, Inc. to the Village dated 10/28/02. 7. Unfortunately, because of the holidays I did not have an opportunity to discuss this matter with the Board of Trustees until earlier this week. The Village Board did authorize me to contact you indicating the Village would indeed have an interest in acquiring 8614 Ferris provided the terms and conditions, including the proposed sale price, are appropriate. Trustees asked me to inquire as to your asking price for the property, and to also request any appraisals or other information you might have which would support that asking price. Upon receipt of that material, the Village will further evaluate this offer. In the interim, should you have any questions or need additional information, do not hesitate to contact my office. We purchased the single-story commercial building at 8614 Ferris in August of 1998. Our original intention was to remodel the back half of the building that was formerly used as a car repair shop and use it to store equipment from our electrical contracting business. However, after learning about the plan to redevelop the area, we decided not to proceed with the work. During our telephone conversation earlier this month, you asked me to send you letter expressing our interest in selling the property to the Village of Morton Grove. The property is the first building off the southwest corner of Ferris and Capulina. The front half of the building consists of a small store front office space and a 6-room apartment; the back half of the building is a garage. The store front office and the apartment are currently rented by two different tenants (there are no leases). I spoke with Mike Tracey of Design Installations on October 26, and he expressed an interest in renting the garage space to store material for the 16-unit building he is constructing on Capulina. I have not spoken with Mike Tracey since then, but if the Village is interested in purchasing the property and would like to have the property entirely rented on a short-term basis, that seems like a possibility. We would appreciate hearing from you whether the Village is seriously interested in purchasing this property, and, if so, what your offer would be. You had mentioned on the telephone that the TIF would not be in place until February, but we are hoping that you could make some tentative decision in January. I can be reached during the week at my office between 8:00 a.m. and 4:30 p.m. at 847- 581-6427. Sincerr(ely, QA Barbara J. 11o
